The Postholder oversees the strategic design, implementation, and maintenance of CIG’s Network Infrastructure, ensuring its reliability, security, and efficiency. Leadership is a crucial aspect, as this pivotal role involves directing a team of network professionals in tasks such as network architecture design, hardware and software configuration, security management, and performance optimization. By leading efforts to monitor network activity, diagnose issues, and implement solutions, the Lead Network Administrator ensures seamless connectivity and functionality across the CIG.

The postholder also plays a crucial role in ensuring compliance with regulatory standards and best practices, while fostering collaboration with other IT teams and vendors to integrate network systems effectively. Ultimately, the postholder is instrumental in safeguarding the CIG's network integrity, supporting its operational needs, and enabling technological innovation and growth.

 CSD plays a mission-critical role by providing ICT services to 85 government departments and agencies. The Department has approximately 95 staff with a total operating budget of approximately CI$16.3 million. The current capital budget is CI$2.7 million with a value of fixed assets controlled by the department of CI$16 million.

 The department currently supports approximately 3000 desktop users, 50-60 bespoke in-house applications, and 52 commercial programs. Therefore, possessing profound technical expertise encompassing a comprehensive understanding of networking principles, protocols, and technologies is paramount.  Leadership and management skills are equally vital for effectively guiding and supervising a team of network professionals, fostering collaboration, and facilitating a cohesive work environment.

 Strategic planning abilities are needed to develop long-term network architecture plans aligned with organizational goals, while adept problem-solving and troubleshooting skills ensure swift resolution of network issues. Security management is a critical dimension, demanding constant vigilance to implement robust measures safeguarding against cyber threats and data breaches. 

In the absence of the IT System Manager or other Senior Administrators, the post-holder will be required to act as IT System Manager as needed.

Network Security Management

 

Given the increasing prevalence of cyber threats, ensuring the security of the network infrastructure is paramount. This includes implementing robust security measures, monitoring for vulnerabilities, and responding to security incidents promptly.          

Network Design and Architecture

 

Designing and maintaining a scalable and efficient network architecture is crucial for supporting the organization's current and future needs. This involves planning network upgrades, optimizing performance, and ensuring compatibility with emerging technologies.

Network Implementation and Configuration  

Proper installation and configuration of network hardware and software are foundational to a reliable network infrastructure. This includes setting up routers, switches, firewalls, and other devices according to best practices and organizational requirements.

Network Monitoring and Optimization

Continuous monitoring and optimization of network performance help identify and address issues before they impact operations. This includes analyzing network traffic, troubleshooting performance bottlenecks, and implementing optimizations to improve efficiency.

Team Leadership and Development

Leading and developing a skilled network team is essential for maintaining a high-performing network infrastructure. This involves providing guidance, support, and training to team members, fostering collaboration, and promoting professional growth.

Incident Response and Troubleshooting

 

Promptly addressing network issues and minimizing downtime is critical for business continuity. This includes diagnosing problems, coordinating incident response efforts, and implementing corrective actions to restore service quickly.

 

Education & Experience

The post-holder must possess:
• An IT-related Bachelor’s degree with a minimum of Six (6) years post-graduate experience with at least two of the below certifications; OR

• An IT-related Associate’s degree plus a minimum of Ten (10) years post-graduate experience with at least two of the below certifications.

Network Certifications
• Cisco Certified Internetwork Expert (CCIE),
• Cisco Certified Network Associate (CCNA)
• Cisco Certified Network Professional - CCNP)
• Certified Information Security Manager (CISM),
• Certified Information Systems Security Professional (CISSP),
• VMware Certified Professional - Network Virtualization (VCP-NV),
• ITIL (Information Technology Infrastructure Library) certification,
• Microsoft Certified: Azure Solutions Architect Expert.

Technical Knowledge and Skills

An extensive experience or certification in at least 8 of the following areas of specialization; Manufacturer Certification would be advantageous.

• Networking Protocols & Technologies: In-depth understanding of routing protocols
• Network Security: Proficiency in managing security measures (IDS/IPS, VPS, Firewalls)
• Leading Network Architecture: Ability to design, & optimize complex network
• Network Monitoring and Troubleshooting: Network monitoring tools experience.
• Virtualization and Cloud Technologies: Familiarity with virtualization
• Network Hardware: Expertise in configuring network hardware appliances
• Storage and Data Management: Understanding of storage technologies best practice
• Automation and Scripting: Proficiency in scripting languages, and automation tools
• Compliance and Regulatory Requirements: Knowledge of industry network compliance standards
• Communication and Leadership: Strong communication and leadership skills
