Job Title:

HR Specialist- Performance Management, Human Resource Development and Industrial Relations

Department:

Reports to:

Manager- Human Resources (HR)

Job purpose:

The incumbent provides specialist technical support to the Manager - Human Resource.

Responsibilities

 

Performance Management

  • Responsible for the implementation/maintenance of the approved organization-wide Performance Management System
  • Processes, verifies and maintains documentation and generates reports as required, relating to all aspects of performance management process
  • Liaise with Managers to ensure the timely preparation of staff performance appraisals at least once per calendar year.
  • Coordinates the population and maintenance of the human resource database with regard to employee performance and supervisory reports/recommendations pertaining to employee performance
  • Ensures that proper follow-up action is taken by Heads of Department arising from the performance evaluation process
  • Provides support in the administration of performance appraisals and incentive programs;

Human Resource Development

         Training & Development

  • Coordinates and prepares draft annual divisional training plans;
  • Administers the approved Training Plan in consultation with the Manager – Human Resources;
  • Assists the Manager – Human Resources with the preparation of annual training budgets;
  • Assists with the development and routine update of a database of training service providers;
  • Develops mechanisms which would ensure knowledge-transfer from the recipients of training to co-workers;
  • Researches techniques and makes recommendations as to the appropriateness/effectiveness of the training media to be used;

Organizational Development

 

  • Keeps informed and up–to-date in OD techniques and make recommendations as to the interventions that are relevant to the Authority;
  • Liaises with the IT Department to review and analyze processes to ensure continuous improvement of organizational effectiveness;
  • Responsible for performing routine quarterly HR audits as part of the organizational manpower planning process;
  • Prepares routine reports on the impact of the integration process on the Authority’s culture and makes timely recommendations regarding intervention strategies when deemed necessary.

   Career Development

  • Continuously reviews the internal landscape for opportunities for staff advancement
  • Liaises with and assists Managers to create a career path for the employees based on performance reviews and recommendations
  • Advises Manager – Human Resources on succession planning process

  Industrial Relations

  • Advises the Manager – Human Resources on all IR issues; reviews contract disputes, and provides 1st level response to labour disputes and grievances between employees and management;
  • Assists in contract negotiations by researching issues and providing information and support to the Manager – Human Resources;
  • Researches past arbitration decisions and grievances and analyzes their effect on pending negotiations;
  • Drafts proposal and proactively advise the Manager – Human Resources regarding changes to labour laws, arbitration decisions and anything else that may affect the Authority’s operations;
  • Prepares, verifies and maintains documentation and generates reports as required, relating to grievances, matters referred to the Ministry of Labour and Industrial Court
  • Coordinates the population and maintenance of the human resource database with employee data files relating to such information as details of all disciplinary action inclusive of termination.
  • Enforces and ensures adherence to basic procedures to guide action and behaviour in relation to current and new IR policies.
  • Coordinates the population and maintenance of the human resource database and generates reports on individual breaches of the Authority’s Rules, Regulations, Policies and Procedures and follows-up with Heads of Department for appropriate action commensurate with the breach
  • Participates in Disciplinary Tribunals in order to ensure adherence to policies, procedures and good industrial relations practice and refers all reports/findings to the Manager-HR
  • Prepares and refers all relevant documentation pertaining to matters before the Ministry of Labour/Industrial Court to the Manager – HR for further action.
  • Any other related duties as directed by the Manager – Human Resources

QUALIFICATIONS

 

  • Bachelor’s Degree in Management with Human Resource Management or Industrial Relations Speciality or related discipline.
  • At least 3 years experience in a similar or related capacity including experience in a unionized environment.
  • Any equivalent combination of training and experience
