Job Summary:

 

The incumbent will be required to direct and oversee a team of professionals towards the achievement of the environmental mandate specified in the Environmental Management (EM) Act 35:05. S/He is responsible for overseeing the environmental performance of private and public-sector organisations and for developing, implementing and monitoring environmental strategies that promote sustainable development.  S/He will envision, devise and execute goals, objectives and policies of the Authority as directed by the Board of Directors, and ensure the efficient strategic and financial management of the organization.

 

Roles and Responsibilities:

 

DUTY

Develops in collaboration with key stakeholders the vision and strategic plan to guide the Authority.

 

Oversees the development of draft policies for the approval of the Board of Directors and to prepare procedures for the implementation of organisational policies and reviews same on an annual basis and recommend changes to the Board of Directors as appropriate.

 

Identifies, assesses, and informs the Board of Directors of internal and external issues that affect the Authority.

 

Serves as a spokesperson for the Authority (in addition to the Chairman of the Board of Directors).

 

Oversees the development of operational workplans for each Department which incorporates goals and objectives that work towards the strategic direction of the Authority.

 

Ensures that the programmes and projects of the Environmental Management Authority (“the Authority”) are implemented, consistent with budgetary allocations.

 

Ensures that performance targets and goals are met and that the operations of the Authority meets the expectations of the Board of Directors.

 

Ensure that the programs and services offered by the Authority contribute to the organization's mission and reflect the priorities of the Board of Directors.

 

Spearheads the planning, implementation, execution and evaluation of special projects.

 

Conducts routine assessments of staffing requirements for the optimal achievement organisational management and programme delivery.

 

Establishes a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations.

 

Leads, guides, coaches and inspires a team of managers towards the achievement of the highest level of performance.

 

Collaborates with relevant stakeholders to prepare a comprehensive budget and secure adequate funding for the operation of the Authority.

 

Assesses and approves expenditures within the authority delegated by the Board of Directors.

 

Administers the funds of the Authority according to the approved budget and to monitor the monthly cash flow of the Authority.

 

Provides the Board of Directors with comprehensive, regular reports on the revenues and expenditure of the Authority.

 

Advances the work of the Authority through meaningful interaction with the political directorate, and other similar regional and international bodies.

 

Develops mutually beneficial relationships with participating agencies so that the coordination function is effectively achieved.

 

Identifies and evaluates the risks to the Authority and implement measures to control risks.

 

Represents the EMA internationally, regionally, and locally in the Environment, Business, Community and Social Development fora promoting the EMA’s public image/relations and business development opportunities in the regional and local market.

 

Performs any other related duty that may be required.

 

 

MINIMUM TRAINING AND EXPERIENCE

 

  • Minimum of a recognized Post Graduate Degree from an accredited University in Energy Engineering, Environmental Sciences/Management, Biosciences, Applied Sciences, Physics or Business Management.
  • Minimum of ten (10) years’ working experience in a similar senior executive position.
  • Minimum of five (5) years’ experience of initiating and managing large scale environmental project.

 

Knowledge, Skills and Abilities

 

  • Extensive knowledge of the Laws of Trinidad and Tobago especially in relation to the Environmental Management Act.
  • Extensive knowledge of the principles of environmental management, budget preparation and analysis
  • Analysis and Judgement –  thinks strategically and to rapidly analyse and integrate diverse information from varied sources into conclusions and recommendations.

  • Seeing and Influencing the Big Picture - has an in-depth understanding of the dynamics and issues surrounding the Authority and Government, including legislative, political, economic, social, environmental, and technological impacts.
  • Proficiency in Microsoft Office Suite.

Government Ministries, participating Agencies, line Minister, Permanent Secretary, regional and international counterparts (e.g. UN/FAO/IDB); Media; Private Sector; NGOs.

 

 

Physical Requirements and Work Environment

 

  • Less than 25% of the time:

Exert a small amount of force or energy to lift, carry, push, pull or otherwise move objects of less than 5 pounds.
