Manager – Finance & Accounts (FMG/PA 3)

FINANCE & ACCOUNTS

The Jamaica Council for Persons with Disabilities (JCPD) is seeking to identify a suitably qualified candidate to fill the above-mentioned post, applications will close May, 24, 2024.

SUMMARY OF RESPONSIBILITIES

The successful candidate will:

  • Lead the preparation and approval of JCPD’s budget and monitor its implementation to ensure cost effectiveness that supports the achievement of the JCPD’s strategic objectives.
  • Coordinate monthly, quarterly and annual closing activities to meet required reporting deadlines; prepares and analyses financial statements and brings to the attention of the Manager areas of concern including the performance of financial targets.
  • Monitors/manages general ledger postings ensuring accuracy; checks and posts journal entries; reviews Investment Schedules and journals ensuring accuracy and timely postings to General Ledger; review and post invoices
  • Manage the Fixed Assets accounts ensuring Schedules are in agreement with the General Ledger balances and classifications as well as that calculations of monthly depreciation charges are accurate and the requisite journal entries booked.
  • Monitor the movement of funds between the bank accounts and ensures that all supporting accounting entries are accurately made; supervises the preparation of bank reconciliations, liaises with the banks to address any discrepancies that may arise.
  • Review and sign off daily collection and lodgements ensuring they are properly accounted for and lodged to appropriate accounts; reviews point of sales account reports ensuring accuracy of allotment and letter to bank for transfer to respective accounts.
  • Prepare and submit JCPDs tax withholding requirements
  • Ensure that the JCPD’s accounts are prepared according to the requisite accounting standard and guidelines issued by the Ministry of Finance and Planning
  • Clear any accounting arrears
  • Provide analysis of financial reports to inform the Executive Director and Board decisions
  • Ensures that the JCPD financial records are supported by adequate notes where required by the applicable accounting standards.
  • Assist with the recruitment and evaluation of team members

QUALIFICATIONS/EXPERIENCE

The position requires any of the following qualifications/experience:

  • Master’s degree in Accounting, Finance or related discipline
  • At least eight (8) years’ experience in Government accounting, with three (3) years’ at the supervisory level.

OR

  • ACCA, CAT or AAT Certification (FINAL Levels) OR BSc degree in Accounting, Financial Management or Business Administration
  • At least ten (10) years’ experience in Government accounting, with five (5) years’ at the Supervisory level.

KNOWLEDGE/SKILLS

The position requires any of the following knowledge/skills:

  • Expert knowledge of Public Administration
  • Expert knowledge of Payroll Administration
  • Knowledge of the Disabilities, the Public Bodies Management and Accountability and the Financial Administration and Audit Acts
  • Knowledge of policy writing and implementation
  • Knowledge of Government reports filing
  • Good Networking and Risk Management skills
  • Proficient in the use of Microsoft Office Suite and Accounting systems
