Deputy Registrar of the Identification Register
SALARY BAND: CI$73,416 - CI$96,336

To manage the operations of the Office of the Registrar of the Identification Register in accordance withthe Identification Register Act and Identification Card Act and perform duties of the Registrar of theIdentification Register under delegation from the Registrar.

The Post Holder's Responsibilities will include but not limited to:

• Perform the delegated duties of the Registrar of the Identification Register Act, 2022 and theIdentification Card Act, 2022 which includes: administer the Office of the Registrar of the Identification Register; exercise supervision over compliance with the requirements provided for in this Act, including the accuracy of the register and the processing of data; decide on the grant, withholding or revocation of access to data in the register in accordance with this Act and any other enactment.
• Actively contribute to the development, and participate in the propagation of the Digital Identity programme and the Department's public relations strategy/communications plans.
• Provide strategic advice and support to the Director of eGovernment Department and Registrar of the Identification Register, in relation to key decisions; the formulation of budgets, strategies and plans, including; formulating strategies to support the effective implementation of Digital Identity Programme/s; identifying and communicating strategic implementation issues, risks, roadblocks and change requests to the Director of E-Government and managing their resolution in accordance with policy direction.

EDUCATION, QUALIFICATIONS & EXPERIENCE

A Bachelor's degree in Business, Public Administration, Law, Accounting, Finance, Information Technology, Engineering or other relevant field, or related vocational qualifications OR an Associate's degree with a minimum of three (3) years demonstrated successful management experience in a directly comparable post. Inclusive, a minimum of 3-5 years' management and/or leadership experience in a service delivery environment where legal compliance, diligence, accuracy, timeliness, confidentiality and customer
experience is highly important.

Technical Knowledge & Skills

• Strong inter-personal skills and experience in dealing with persons of diverse cultures and social status. Strong communication skills, both written and verbal (in English).
• Knowledge of all relevant Acts & Regulations including but not limited to: Identification Register Act, Cayman Islands Identification Card Act, Data Protection Act and Electronic Transactions Act.
• Ability to deal efficiently with a high-volume routine workload, while meeting strict deadlines.
• Ability to remain politically neutral in his/her work and be able to serve in a manner that maintains the confidence of the Government.

Desired
• Familiar with PSML / PMFL procedures and budgeting; Knowledge of Identification Register and Card Acts
• Competency in drafting policy, proposals, sensitive correspondence and other high-level documents.
