CAF - Development Bank of Latin America and the Caribbean (www.caf.com) is a multilateral financial institution that supports the sustainable development of its shareholder countries and regional integration.

In 2021, CAF made the commitment to serve as the Green Bank of Latin America and the Caribbean, which involves a decision to contribute 40% of its actual financial approvals to climate mitigation and adaptation by 2026. This Green Agenda is based on a territorial approach, at the regional, national, local, sectoral and/or thematic levels and considers social responsibility, environmental sustainability, as well as a development pathway that is low in greenhouse gas emissions and resilient to climate change.

 

OBJECTIVES OF CONSULTANT To identify and generate a portfolio of initiatives, projects and programmes for climate change adaptation and mitigation and for the preservation and conservation of biodiversity in CAF member countries in the Caribbean.

 

 

 

DUTIES. The activities to be carried out by the person selected for this consultancy include:

  • Mapping of the main policies, plans, commitments and priorities on climate action, biodiversity and disaster risk management of each of CAF's member countries in the Caribbean.
  • Identifying opportunities to generate initiatives, projects, and programmes in these countries in the field of climate change and biodiversity, aligned with CAF's corporate strategy.
  • Identifying potential sources of funding for previously identified initiatives, projects, and programs.
  • Supporting formulation, formalization, and administration of technical cooperation.
  • Preparing documents and supporting the processes required for the financing, implementation, and execution of CAF projects.
  • Supporting the team in the registration of suppliers and follow-up of payments.
  • Supporting the technical team in field visits related to projects.
  • Coordinating with the Regional Manager´s Office and CAF's Climate Action and Positive Biodiversity Management in relation to the origination, approval, and execution of projects, as well as projects related to global green funds (AF, GEF, GCF).
  • Supporting the administration of credit operations with CAF resources and/or those of third parties for the purpose of promoting environmental and/or climate action co-benefits.
  • Developing project monitoring and project impact reports.
  • Providing technical and/or operational advice for the generation and dissemination of content on the Caribbean related to climate change mitigation and adaptation.
  • Other activities related to the objectives of the consultancy.

 

REQUIREMENTS


  • Academic background: postgraduate degree in Environmental Sciences, Economics, Finance, International Relations, or a specialty related to consulting.
  • At least 10 years of professional experience, including:
  • Experience in issues related to the formulation, structuring, implementation and supervision of climate change and biodiversity projects.
  • Experience working in Caribbean countries.
  • Experience working with international agencies or multilateral development banks.
  • Demonstrated knowledge and experience with projects of the Green Climate Fund, Adaptation Fund and/or Global Environmental Facility.
  • Languages: advanced oral and written English and Spanish desirable.
  • Skills: high-level management; excellent analytical, documentation, financial accounting, project tracking and monitoring skills; communication skills, both oral and written in English; ability to work in a team with tact; leadership.
  • Ability to prepare clear, concise, and meaningful reports.
  • Academic training and professional experience in coastal management, blue economy and oceans, preservation and conservation of biodiversity, disaster risk management, rural development and sustainable tourism will be considered an asset.
