The East Port of Spain Development Company (EPOS) is a company wholly owned by the government of Trinidad and Tobago. It was established in 2005 with the mandate to develop and redevelop a zone in East Port-of-Spain to improve the economic, social and physical environment.
 
EPOS is seeking to hire a suitably qualified individual who identifies with the principles and purpose of the Company to fill the position of Chief Social and Development Officer. 
 
Job Summary
 
The Chief Social and Development Officer will develop the company’s social development, marketing, and partnership strategies to positively position the company and secure public and private funding to effect the transformation of East Port of Spain. The position will establish and maintain generative programmes to foster sustainable socio-economic growth across the urban communities.
 
Key Duties
 
Supervisory/Management:

  • Contributes to the development and review of the corporate strategy and budget.
  • Directs the establishment of goals, priorities, and performance standards to align functional area to strategic requirements, ensuring the optimal use of resources, and effective management of risks.
  • Establishes/reviews and enforces corporate policies, systems, and processes to enable proper corporate governance, operational effectiveness, and business continuity.
  • Leads the development of annual work plans. Monitors execution and resolves major problems to ensure delivery of targeted strategic and operational outcomes.
  • Fosters collaboration. Provides mentorship and coaching to support individual and team performance.
  • Administers HR policies for staffing, leave, training and development, performance, and disciplinary action, as required.

 
Functional:

  • Provides overall policy direction and technical guidance for the identification, definition, and acquisition of funding resources in the public and private domains.
  • Provides portfolio management oversight, in conjunction with the CTO. Contributes to the preparation of proposals to secure approval for project designs and funding mechanisms.
  • Develops appropriate marketing, promotion, and engagement strategies to attract social investment partners to effect the transformation of East Port of Spain.
  • Leads the design and implementation of a comprehensive sustainable development programme.
  • Participates in roadshows, negotiations, conferences, and other public and private fora to forge strategic partnerships, acquire funding and sponsorships, and build goodwill.
  • Monitors/reviews and reports on the impact of projects and initiatives, and takes/recommends necessary action, as authorized, to mitigate brand and reputational damage, strengthen programme design and stakeholder relationships.

 
Job Requirements
 
Qualifications & Experience

  • Bachelor’s Degree in Sociology, Marketing or Communications, Finance or Economics.
  • Master’s degree in Socio-Economic Development, Sustainability or equivalent.
  • 8-10 years’ qualified experience with a minimum of 5 years in development funding and/or managing complex social development projects in distressed urban environments.

Knowledge & Skills

  • Applied knowledge of principles, methodologies, tools, and techniques for marketing communications, development funding, stakeholder management, sustainable urban development, project planning, project management, and risk management.
  • Sound knowledge of legislative, regulatory, and other statutory requirements relevant to private/public partnerships, covenants, and project financing.
  • Knowledge of industry and business trends, and the ability to assess strategic implications.
  • Applied knowledge of negotiation, mediation, and conflict-resolution methods and tactics.
  • Excellent aptitude for critical thinking, problem-solving, and analysis.
  • Ability to use emotional intelligence to lead and motivate others and influence positive outcomes.
  • Excellent communication skills (oral and written).
