SJE Consultants Ltd is a forward-thinking and dynamic infrastructure engineering consultancy based in Kingston, Jamaica, involved in a series of civil engineering and infrastructure projects.

THE ROLE

We are seeking an experienced Quantity Surveyor to lead cost management, procurement, and contract administration across the firm's civil engineering and infrastructure projects. The successful candidate will deliver accurate cost intelligence from inception through to final account, ensuring every project is managed within budget, in full commercial compliance, and with a robust and auditable documentation trail.

Reports To: The Commercial Manager

WHAT WILL YOU BE RESPONSIBLE FOR?

Cost Estimating and Tendering

  • Preparing detailed cost estimates, Bills of Quantities (BOQs), and tender documentation for civil engineering and infrastructure projects
  • Conducting cost planning, budgeting, and value engineering throughout design and construction stages
  • Performing quantity take-offs and collaborating with design and planning teams for accurate cost projections

Procurement and Contract Administration

  • Supporting the tendering process including bid analysis, vendor comparison, and award recommendations
  • Assisting in procurement planning, cost benchmarking, and subcontractor and supplier negotiation

Cost Control and Reporting

  • Verifying contractor bills, measurements, and certifications
  • Assessing and processing progress payments, variations, claims, and change orders
  • Monitoring project costs against approved budgets and identifying corrective actions where required

Financial Reporting and Final Accounts

  • Maintaining detailed cost reports, cash flow forecasts, and financial tracking documents
  • Providing regular cost status updates and commercial risk reporting to management

WHAT ARE WE LOOKING FOR?

Essential Qualifications

  • Bachelor's degree in Quantity Surveying or a closely related discipline from a recognised university
  • Minimum of 5 years' professional experience in a Quantity Surveying or Commercial Management role within the construction industry
  • Demonstrated experience on infrastructure and civil engineering projects, including roads, bridges, drainage, water supply, or similar works; experience on building projects is an advantage
  • Solid working knowledge of FIDIC contract forms or equivalent
  • Proven ability to manage multiple concurrent project assignments and deliver to programme and quality standards

Desirable Qualifications

  • Membership of the Jamaica Institute of Quantity Surveyors (JIQS) or eligibility for membership
  • Experience with quantity surveying or estimating software
  • Familiarity with AutoCAD for reviewing drawings and performing on-screen quantity take-offs

KEY COMPETENCIES

  • Strong analytical, communication, and negotiation skills, with sound commercial judgement and attention to detail
  • Advanced proficiency in Microsoft Office Suite, with advanced proficiency in Excel
  • High level of professional integrity and discretion in the handling of commercially sensitive, contractually privileged, and client-confidential information

ADDITIONAL REQUIREMENTS

  • Fluency in written and verbal English
  • Must be resident in Jamaica or willing to relocate
