Our client, The Power Generation Company of Trinidad and Tobago (PowerGen) is seeking to fill the position of Plant Manager.
GENERAL ACCOUNTABILITY:
Reporting to the General Manager, the Plant Manager is accountable for the operations, maintenance, development and utilisation of the power station facilities in order to ensure the continuous generation of a safe, reliable supply of electricity to satisfy the requirements of the Power Purchase Agreements (PPAs). The position must consistently fulfill this requirement in accordance with PowerGen's business objectives, budgets, standing instructions, operational procedures and contractual obligations and through the effective use and management of the available equipment and material, financial and human resources.
SPECIFIC ACCOUNTABILITIES:
- Optimises the power station generation capacity through the use of sound operating, maintenance and engineering principles, practices, methods and processes, to achieve the performance objectives for the station.
- Executes the annual maintenance program as detailed on the annual outage schedule, on time and within budget and quality parameters. Executes the routine maintenance program including PM, PdM and corrective work.
- Ensures the efficient utilisation of all inputs to the operation and maintenance of the station including PowerGen staff, temporary workers, contractors, consultants, parts, materials and supplies.
- Contributes to the development and execution of the company’s strategic objectives as a member of the company’s senior management team and provides plant operations and maintenance input to the company’s strategic business planning processes.
- Develops the power station annual budget and submits same for approval by the General Manager and the Board of Directors; manages activities within the approved budget.
- Monitors plant operations and maintenance for efficiency and safety ensuring that all applicable regulatory requirements are followed.
- Enforces the Company's PPAs, operational policies, standing instructions and practices in order to provide the most reliable and continuous supply of electricity to the consumer.
- Plans and controls the financial expenditure for the power station in accordance with the Company's policies, standing instructions and practices.
- Ensures that at all times the power station is staffed with an adequate, qualified, motivated and productive workforce.
- Ensures that at all times, the personnel, plant and equipment of the power station conform to required standards of safety, environmental compliance and security.
- Ensures the effective management and execution of performance management and appraisal, training and competence development, and disciplinary actions for plant technical and administrative staff. Sets and tracks goals and objectives of Department Managers.
- Works with Head HR & Administration to maximise effectiveness of HR activities and services to the power station and to maintain a positive industrial relations climate.
- Ensures that all competent and authorised persons are duly certified/re-certified in a timely manner.
- Directs the expeditious conduct of routine administrative functions necessary for the proper management of the power station.
- Promotes harmonious relationships between the power station and other departments and between the power station and Government agencies, public utilities and private sector institutions and suppliers locally and abroad.
- Manages the available resources to satisfactorily fulfill both the position's and the Company's performance objectives.
- Directs the preparation and maintenance of such reports as are necessary to carry out the functions of the power station. Prepares periodic reports for management/shareholders, as necessary or requested, to track strategic goal accomplishment.
- Manages and directs cross-functional teams where they exist to ensure the development and implementation of the division’s objectives.
- Performs any other related duties and tasks which may be assigned from time to time.
- Ensures personal compliance with HSSE procedures and policies, as well as compliance of subordinate staff, including but not limited to the appropriate use of PPE and performance of duties in support of the Company’s emergency procedures.
PERSON SPECIFICATIONS:
Minimum Acceptable Educational Qualifications:
- First Degree in a relevant Engineering Discipline.
- A Masters of Business Administration (MBA) from a recognised tertiary institution or other post graduate qualification in the specialist discipline would be an asset.
- Qualification in project management would be an asset.
Minimum number of Years of Relevant Work Experience:
- At least fifteen (15) years’ experience in an electricity generation facility with at least eight (8) years at a supervisory and management levels.
- Experience managing in a unionised environment is a plus.
