Job Title: RAN Operations Manager

 

Primary objective of the job: 

  • The RAN OPERATIONS MANAGER will be responsible for ensuring the availability, quality and stability of Digicel’s Radio Access Network covering GSM, 3G, LTE FDD and LTE TDD networks. Further, the candidate will devise and execute processes to monitor, restore and improve KPIs for RAN that is agreed by Digicel Group and Digicel Jamaica.
  • The candidate will also manage a team of RF engineers to provide solutions to resolve radio network challenges of our customers. This will allow Digicel to continue to provide the best possible service to its customers by utilizing the existing infrastructure.

Main Duties and Responsibilities:

  • Leading a team of Radio Engineers in management of the radio network rollout, including 2G 3G, LTE FDD and LTE TDD.
  • Support implementation of new RAN products or services, as well as the technical resources required to manage them
  • Where necessary, plan for management or phasing out of legacy systems. * Collaborate with systems engineers/architects for upgrades to operating systems, hardware, etc
  • Responsible for RAN aspect of network rollout, includes but not limited to special solutions, in building systems, capacity design (stadiums, etc) and their associated network design.
  • Support the planning, deployment, integration and testing of Radio networks (FDD and TDD) with best practices with external vendors.
  • Design, test and assess competitive stance of networks and evaluation of network improvement before and after rollout, utilize drive testing and performance data.
  • Forecasting rollout needs and planning the requisite CAPEX.
  • Managing and responsibility for network coverage.
  • Support business entities on capacity forecasting activities
  • Manage RF team to ensure customer complaints are assigned, actioned, resolved and reported on to the relevant audience within agreed SLA, including VIP customers.
  • Execute the function of RF lead when working with external vendors and governance teams, to ensure updated optimization features and parameters are applied in the network without negative customer impact
  • Analysis and interpret Layer 3 call traces for 2G, 3G and LTE networks during troubleshooting activities.
  • Configure Radio Network parameters within ZTE and Huawei radio networks, including layer balancing, neighbor, coverage optimization, etc.
  • Other duties as assigned

 

 

 

 

Management

  • Supervise reports in the achievement of objectives. Perform DPR for direct reports, and review DPRs of all team members.
  • Develop and execute plans to address any personnel issues, escalating to senior management where necessary.
  • Manage individual development plan for the team and provide mentorship.
  • Hold weekly review meetings and one-on-one interim reviews to provide and capture feedback.
  • Prepare reports including weekly management reports and incident reports as required.
  • Acquire, review and approve/reject quotations and proposals for projects, equipment

Academic Qualifications and Experience Required:

  • BS in Electrical/Telecommunications Engineering or closely related field from an accredited University/College
  • Minimum 7 Years in a telecom with at least 2 years being spent in a management role.
  • 5+ years working with Ericsson GSM, UMTS & LTE
  • Experience in radio network rollout or network equipment swap.
  • Experience in design, implementation and monitoring of high capacity deployments.
  • Experience in design, implementation of COWs and IBS
  • Experience in Atoll planning tool and walk test equipment.
  • Understanding of RF KPIs and PIs for GSM, UMTS and LTE
  • Experience with Huawei Configuration and Performance tools: U2020/MAOS
  • Experience with ZTE Configuration tools: NetNumen
  • Experience with ZTE Performance Tools: NetMax
