JOB SUMMARY:  

  The job holder will oversee the Department's daily functions, manage the Building Control Section, ensure the enforceThis is a senior management position with nationwide responsibility for the administration of the Development Control Unit within the Department of Planning and the enforcement of the Physical Planning Ordinance and the regulations made thereunder throughout TCI.ment of the Code, educate the public and liaise as required regarding amendments to the Planning and Building Regulations.

 

KEY DUTIES AND RESPONSIBILITIES:

  • Perform the duties of the Director of Planning whenever the Director is out of office in accordance with the Physical Planning Ordinance

 

  • Manage and supervise all operations/functions of the Building Control Section of the Department of Planning.

 

  • Assist the Director in preparation and administration of the departmental budget.

 

  • To manage, supervise and train all Development Control Officers and Engineers working within the Development Control Unit.

 

  • Review planning applications to ensure compliance with the TCI Building Regulations.

 

  • To carry out mandatory site inspections on approved developments to ensure compliance with the planning applications.

 

  • Investigate any unauthorized development(s) and initiate enforcement procedures under the provisions of the Physical Planning Ordinance, 2018 and Regulations made thereunder.

 

  • To retrieve and compile statistical data.

 

  • To effect a simple and smooth process for consideration of planning applications for building permission.

 

  • To keep under review the TCI Building Code and Guidelines and report findings to the Director of Planning.

 

  • Perform such duties as are or may be conferred by PART VIII (Building Regulations) of the Physical Planning Ordinance, 2018 and Regulations made thereunder and such other duties that may be required by the Director of Planning.

 

  • Prepare and participate in planning and development control seminars

 

  • To formulate and implement coherent planning standards and building regulations for the use and development of all land in the Turks and Caicos Islands.

 

  • To ensure consistency and continuity in the framing and execution of policies.

 

  • Assist in the preparation of Terms of Reference for Environmental Impact Assessments.

 

  • Assist in the review of Environmental Impact Statements.

 

  • Promote orderly, structurally sound and high standard development of the Turks and Caicos Islands.

 

  • Make recommendations on any other matter as may be requested by the Director of Planning.

 

  • Such other duties that may be required by the Director of Planning.   

 

MINIMUM QUALIFICATIONS & EXPERIENCE:

Qualifications:       

 

A Master’s degree in Structural /Civil Engineering is essential.

 

Experience:      

The position requires a minimum of five (5) years relevant experience in a related field, of which three (3) years are at a management level, to acquire the necessary competencies to respond effectively.

 

SALARY: Grade 9.1 - $61,934.60 per annum plus allowances
