JOB SUMMARY:

 

This is position has nationwide responsibility to ensure that development activities are accordance with sound environmental engineering principles and promote environmental sustainability. The job holder will provide science-based recommendations on various issues affecting environmental integrity in TCI. The post-holder will conduct environmental monitoring of on-going development projects and evaluate potential impact of proposed development with due emphasis on modelling. The post holder will work closely with the Assistant Director for Research and Development in order to achieve the goals of the Department. His duties and responsibilities will include project management, environmental risk assessment, modelling and management, and policy research/analysis in relation to environmental sustainability.

 

KEY DUTIES AND RESPONSIBILITIES:

  1. Work closely with the DECR’s Director, Deputy Director and Assistant Director for Research and Development and Department of Planning in matters related to developments with emphasis on engineering.
  2. Assist in the preparation of Terms of Reference (TOR) for environmental works such as Comprehensive Impact Assessment (CIA) and Environmental Impact Assessment (EIA).
  3. Spearhead the development of TCI Coastal Zone Management Plan (CZMP)
  4. Contribute to the development and/or updating of TCI Environmental Monitoring Protocols/Environmental standards and codes of practice.
  5. Conduct intensive review of Environmental Impact statements (EIS) with focus on engineering aspect of the project, prepared by independent professionals and drafts recommendations to protect and promote the interests of TCI environment.
  6. Develop, participate in and maintain professional networks related to project development and environmental sustainability.
  7. Conduct regular monitoring and assessment of development projects.
  8. Participate in environmental monitoring activities
  9. Provide technical/engineering-scientific advice to TCI officials, if sought.
  10. Perform other activities as directed by competent authorities.
  11. Adhere to all Public Service codes, rules and regulations.
  12. Any other duties that may be assigned by the Director/Deputy Director.

MINIMUM QUALIFICATIONS & EXPERIENCE:

 

  • University degree in environmental engineering and/or coastal engineering.
  • Chartered or license coastal engineer issued by a refutable/accredited institution/country.
  • Advanced degree (MSc or higher) from a recognized academic institution is required or BSc. from recognized academic institution augmented with extensive relevant professional experience (>10 years).
  • Proficient in written and oral communication, and able to translate technical environment and engineering terminologies to non-technical language.
  • Open-water certification is preferred, e.g. PADI
  • Valid TCI driver’s license (or able to secure a TCI Driver’s License).

 

Required Experiences:                

  • The position requires a minimum of five (5) years in preparing Environmental Impact Statement (EIS), as team member or team leader in conducting EIA.
  • Preparing at least ten (10) Terms of Reference (ToR) for Environmental Impact Assessment (EIA) for various development projects in terrestrial and marine environments.
  • At least three (3) years’ work experience in coastal development projects, as member of Project Management Team in the Caribbean.
  • At least five years of relevant (hands-on) work experiences in monitoring development projects and reviewing of environmental impact assessment.

 

SALARY: Grade 8 - $53,193.40 per annum
