Job description:

 

 Primary objective of the job: 

As part of the digital transformation project team for Digicel, this role will have responsibility to undertake a variety of financial and non-financial tasks in order to help guarantee Digicel’s revenues against company standards. Manage the process for the generation and quality assurance checks of the bills for the different customer types and for the various markets.   This will require the support of adjustments to customers’ accounts for various payments and rebates.  Support and manage the overall process for tariffs configurations (input, removal and adjustments) in the system based on requirements form the Commercial team.  The person in this position will also be called upon to provide support to the business in respect to the resolution of service-affecting billing issues that are related to any of our products and service offerings (Voice, SMS, Data, Broadband, IPTV and ICT specific products or services).

 

Main Duties and Responsibilities:

  • Operational support and setup of the market profile, billing and rating configuration, products and services configurations, and billing activities to support the business order to cash process.
  • Management of the billing and dunning operations to safe guard the business revenue.
  • Pre-billing Functions
  • Manage updates to invoice formats
  • Set up price and rate plans, as well as, rating rules to support call/event rates and new promotions
  • Load bulk payments
  • Correct rejected CDRs
  • Produce interim & reprints for invoices upon request
  • Verify accuracy of rates charged for internal & external auditing exercise
  • Handle billing queries among which may involve identifying the specific CDR generated by the customer.
  • Handle Billing Support issues.
  • Manage and maintain the dunning/overdue/warning schedule
  • Monitor the volume of each bill cycle to introduce the generation of new bill cycles.
  • Monitor the allocation of customers to the various bill cycles ensuring that customers are placed in the correct bill cycles.
  • Conduct conversions (prepaid to postpaid and vice versa or Fixed conversion)
  • Manage interactions with the billing couriers, post master general, etc
  • Manage communication and interactions with printing houses; this includes the uploading of batched invoices to their server
  • Maintain the stationery stock level. 

Billing Functions

  • Prepare instructions to pre-commit and commit the scheduled bill cycle(s) in system across all customer types
  • Manage 10% sample checks for bills ensuring accuracy of information and print quality (done by each market X1 16)
  • Monitor the operations and performance of the billing contractors (printers, stuffers and couriers) ensuring that the Company’s standard are maintained

Post-billing Functions

  • Generate bill cycle report for bill run per cycle
  • Check accuracy of invoices submitted by bill stuffers/contractors and submit for payment.
  • Produce bill schedule for the next bill run
  • Process returned mail
  • Send bill run notifications (texts) to the subscriber base re: billing status (new bill, overdue bill, warning notice, etc)

Quality Assurance

  • Ensure the necessary products, services, rate, bundle changes conforms to the requirements stipulated by the business or commercial teams by reviewing the test results with the Quality Assurance teams and market testers before the change is place in production. 

Academic qualifications and experience required:

  • Preferred Four Year degree with emphasis in Business/IT/Computer Science field.
  • 2 + years experience in an environment with service delivery in the mobile / fixed service providers
  • Must be self-motivated, flexible, enjoy working as part of a team, and can prioritize and manage multiple tasks, diverse responsibilities and deadlines.
  • Must possess strong analytical, communication, project management, time management and organizational skills
  • Must have the ability to troubleshoot processes with minimal information
  • Preferred prior experience in rating or billing of usage related products or services.
  • Extended night and/or weekend hours possible.  This has on-call responsibility.

 

Functional skills and abilities:

  • Comprehensive understanding of IT provisioning and fulfilment systems, including work force management, network inventory, incident management within HSD, Voice and Television.
  • Financial understanding of the requirements for billing, including accruals, credit collection, post-paid, pre-paid and reporting
  • Working knowledge of Microsoft Office productivity tools.
  • Detailed knowledge of billing practices in the telecommunications industry
  • Excellent communications skills.
  • Relationship management skills.
  • Keen analytical skills
