The Universal Service Fund invites applications for the position of Public Procurement Officer.
The Public Procurement Officer is responsible for coordinating and executing procurement activities for works, goods and services to support the Fund's operations; ensuring transparency, objectivity, integrity, economy and efficiency in keeping with the Government of Jamaica's (GOJ) Public Procurement Act, Regulations and guidelines.
Core Responsibilities
- Plan, organize and ensure the timely procurement of all machinery, materials, furniture, equipment and other commodities required for all approved projects island wide.
- Prepare and review tender notices and advertisements.
- Prepare requests for quotations (RFQ)/ requests for proposals (RFP) for goods, general services and works along with relevant evaluation reports, while providing sound advice and speedily resolving issues.
- Obtain quotations/tenders from appropriately qualified suppliers.
- Review quotations, proforma invoices, purchase orders, invoices and contract agreements relating to the supply of goods and services.
- Represent the Procurement Unit at Tender closing and opening exercises as Tender Officer.
- Maintain Procurement records/ files in a systematic manner.
- Prepare Quarterly Contracts Award report
- Assist with the preparation and submission of monthly, quarterly and annual reports of procurement activities.
- Investigate, compare and negotiate price for the procurement of the goods, services and works to ensure that the Fund is obtaining the best quality at the most competitive price and credit terms.
- Liaise with persons in the supply chain to ensure timely acquisition of goods and services.
- Prepare and review technical specifications in collaboration with stakeholders, refining Terms of References (ToR) and prepare request for proposals (REP) and bidding documents.
- Maintain procurement Filing System in accordance with established procedures
- Prepare reports of Procurement Meetings
- Maintain Contract and Vendor Registers
- Maintain database with current list of suppliers
- Maintain Procurement Records of goods and services purchased and of supplies inventory
- Check invoices to ensure correct prices and examine goods delivered to ensure that their condition is satisfactory
- Administer measurement tools to accurately gauge vendor’s performance (quality, delivery, timeliness, etc.) and communicate results internally and externally, as necessary.
Minimum Required Qualification and Experience
- Bachelor's Degree in Accounting, Business Administration, or equivalent qualification
- Certification in Government Procurement Policies and Procedures (Certificate in Public Procurement, INPRI Level 2 minimum)
- Three (3) years experience in purchasing/ procurement
Required Knowledge, Skills and Competencies
- Sound knowledge of the Government Procurement guidelines and procedures
- Sound knowledge of contract administration
- Sound knowledge of Accounting practices as applied to procurement procedures
- Ability to research and evaluate technical proposals
- Knowledge of office management principles and procedures
- Proficient in the use of relevant computer applications
- Excellent time management skills
- Excellent planning and organizing skills
- Ability to effectively prioritize and execute tasks within a high-pressure environment
- Sound integrity
Ownership of a reliable motor vehicle, approved for use on corporate business is a requirement.
The Universal Service Fund (USF) is a statutory body with a mandate for discharging the government’s responsibilities for universal ICT services under the Telecommunications Act. The USF has the responsibility to collect and manage the Universal Service Obligation Levy imposed on incoming international telephony calls.
