JOB PURPOSE

The Marketing and Public Relations Officer designs, implements and monitors a range of online and offline communication strategies and public relations programmes for the CCCJ to promote the value of the community college sector and CCCJ’s advocacy and regulatory roles. This will be achieved through a combination of corporate communications, public relations, and eMarketing development communication strategies. S/He also provides internal and external communication and information support to all Departments of the CCCJ in a cost-effective manner. The incumbent handles media coverage and exposure for the activities and programmes of the CCCJ and community colleges (as well as other client institutions), and the dissemination of timely information to stakeholders. S/He works on the promotion and marketing for all CCCJ events, activities and publications to recruit new clients and exploring potential markets. In so doing, s/he ensures that internal and external public relations serve to enhance and sustain employee engagement, student interests and positive corporate brand of quality, performance and effectiveness consistent with the core values of the CCCJ.

KEY RESPONSIBILITY AREAS

 Marketing and Communications

  • Developing and managing marketing materials, website updates, and social media presence for the CCCJ, liaising with other departments and the Management Team.
  • Conducting market research to identify opportunities for promotion and growth, monitor trends and organise regular reviews of the relevant market research at the CCCJ.
  • Analysing market and communications situation(s), and proactively develop appropriate communications strategies (e.g., public awareness campaigns, mark Influencing and formulate communication policies, strategies and programmes to advance the CCCJ mandate and contribute to the preservation of the integrity of the CCCJ.
  • Administering the agreed measurement and evaluation processes outlined in the marketing and communication plan.
  • Running the inbound marketing system, including campaign development and data analysis.
  • Delivering the social media and strategic communications plan through the use of communication vehicles, the writing and editing of materials across multiple platforms, supporting event delivery and tracking progress on KPIs aligned to the approved comprehensive, costed corporate marketing and communication strategy for the CCCJ.
  • Assisting in the preparation and drafting of various communications (email, social media, blogs, etc. …) including ghost-writing articles, high-level public speeches, etc. for Council and Executive Director and/or other key employees.
  • Creating and developing compelling custom content for electronic material (e.g., newsletters, blogs, etc.) for corporate messaging development and distribution.

 Corporate Branding and Identity

  • Creating and maintaining the identified brand and image of the community colleges’ sector, and other tertiary institutions as needed.
  • Developing branded materials (e.g., PowerPoint Template, RFQ and other supporting materials) and prepare new business materials (e.g., RFQ/RFP responses, new business meeting pitch and prep, presentations, etc.) as needed.
  • Coordinating the appearance of CCCJ print and electronic materials (such as letterhead, use of logo, brochures, etc.), and collaborate with the Information Technology (IT) Department to update general and promotional information on the websites.
  • Working on final edit/review team to assure quality and sign off on CCCJ deliverables prior to publishing/distribution to certify that all formatting, aesthetics and content are aligned with CCCJ standards and expectations.
  • Reviewing and maintain promotion publications (including booklets, newsletters and display materials), specifically writing copy and sourcing images.
  • Pursuing proactive ways to advance the CCCJ’s brand in industry publications, digital media, speaking opportunities, conference participation and other forms of advertising.
  • Actively market and promote CCCJ developments, news and other activities (e.g., formal press release distribution, article development /pitch, social media, etc.).

Media Relations

  • Coordinating media interest in the CCCJ and ensure regular contact with target media and appropriate response to media requests.
  • Preparing copies and liaise with media houses for bookings and advertising as needed.
  • Act as the CCCJ’s representative with the media and arrange press briefings, press releases and conferences.

Print and Social Media

  • Optimising and printing social media and blog campaigns to generate interaction and brand exposure.
  • Identifying appropriate print and social media channels for targeted campaigns and transform content to ensure easy sharing with social networks.
  • Continuing to build and maintain CCCJ’s strong online reputation, and advocate in print and the social world to establish an effective presence in education magazines and on social media sites.
  • Recruiting and maintaining media partnerships as directed to manage the “facilitation” of key social media (e.g., Twitter, Facebook, and LinkedIn).
  • Developing and maintaining social media profiles and quality content on key social media outlets to support and expand CCCJ digital presence.
  • In conjunction with the IT Department, create, adapt, improve and optimise web communication for search engine optimisation (SEO) and organic and keyword search.
  • Designing campaigns, for print and Social Media. MANAGEMENT/ADMINISTRATION
  • Participating in and/or negotiate as directed possible solutions for CCCJ and its clients/institutions with vendors, suppliers, contractors, consultants, etc. to secure the best outcomes for the CCCJ aligned to approved corporate goals.
  • Collaborating on the annual marketing plan/budget, implementation of the annual marketing plan, and continually evaluate the public relations strategy, taking in account other department needs and projections.
  • Contributing to Department planning, organisation and work (including operational planning and budgeting; marketing and public relations campaigns, etc.); and, assist in monitoring expenses, performance and target achievement.
  • Acting as an internal consultant to bring attention and solutions to institutional priorities.
  • Arrange for and attend lectures, presentations, group discussions/symposia and other public discussions as directed.
  • Participating in planning and coordination for staging key Council events (e.g., annual conferences, retreats, career expos, recruitment drives, etc.), to assure efficient and effective execution.
  • Maintaining, track and monitor budget and other resources for assigned projects/activities towards delivering on departmental initiatives and ensuring resources are effectively and efficiently utilised.
  • Executing any other related duties assigned by the Manager, Client Relations and Marketing consistent with the job role/function.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • First Degree in journalism, marketing management or management studies with a concentration in Marketing, plus graduate degree/diploma in a related field
  • At least five (5) years’ related experience in a similar job in marketing, communications or public relations
  • Graduate degree in related field preferred

  • Sound knowledge of the CCCJ and its plans, regulatory rules, activities and services
  • Sound knowledge of and/or training in or experience in project management
  • Excellent technical writing and oral communication skills, with alertness to non-verbal communication
  • Sound knowledge in graphic designing

  • Excellent organisational and problem-solving skills, and manage competing priorities and multiple projects at a time

 SPECILAL CONDITION OF THE JOB

  • Normal office environment but may be required to work beyond normal working hours at times to meet critical deadlines, including evenings, weekends and public holidays.
  • Stress may be caused by the need to manage multiple demands simultaneously and complete tasks within tight deadlines. The incumbent is faced with constant interruptions and must meet with a wide variety of people on various issues regularly.
  • Required to represent the CCCJ at meetings/conferences, etc. both locally and overseas. Frequent local travel with overnights away from home required.

REMUNERATION

Salary scale: $1 231,399.00 - $1,463,747.00 per annum.
