MINIMUM QUALIFYING CRITERIA
- BSc Degree in Engineering or Safety/Environmental Science or equivalent.
- Minimum 7 to 9 years experience directly related to process safety or plant operations/maintenance, preferably in the Petrochemical industry.
SPECIFIC SKILLS AND/OR KNOWLEDGE
- Process safety engineering calculations
- Understand and practice concepts in process safety (such as local regulations)
- Knowledgeable in the requirements of Centre for Chemical Process Safety (CCPS) Risk Based Process Safety 20 Elements
- Knowledgeable in the requirements of OSHA 1910.119.
- Professional certification, such as CCPS, or commitment to achieving professional certification.
JOB SCOPE
This position reports to the HSSE Manager. The position of the PSM Coordinator is responsible for leading process safety continuous improvement, ensuring operation within all applicable process safety laws and regulations, and has significant impact upon the process safety performance and culture of the facility. The position maintains the process safety management systems on the plant site, analyses system irregularities and recommends solutions, routinely reports on major discrepancies, and routinely communicates with plant personnel on recommendations for maintaining and improving the process safety management system.
MAJOR RESPONSIBILITIES
- Ongoing maintenance and coordination of the process safety management system.
- Provides sound process safety advice and assistance
- Recommends solutions in a timely manner in order to maintain safe plant operations
Specific Accountabilities:
- Provides guidance to the management as a subject matter expert on the existing process safety management system, including, but not limited to hazard identification, risk assessment and risk management practices, such as process hazard analysis (PHA and LOPA), management of change (MOC), and pre-startup safety review (PSSR).
- Ensures that PLNL’s process safety management system and associated programs and practices are maintained/updated and ensure compliance with applicable local regulations, as well as company standards and recognized and generally accepted good engineering practices (RAGAGEP).
- Understands and complies with established departmental processes and procedures that are designed to support internal control efforts. Identifies and brings to the attention of department management any internal control deficiencies.
- Ensures that required compliance activities are conducted in the required time frame with appropriate documentation.
- Establishes and maintains a system for collecting, organizing, and sharing process safety knowledge and associated process safety policies and procedures.
- Manages scheduling, documentation, background information, staffing and recommendations for risk assessments, specifically process hazard analysis (PHA and LOPA).
- Ensures that PLNL’s Management of Change/Pre-Startup Safety Review and organizational change programs are followed as written and updated, as needed.
- Maintains documentation and collect specific and corporate process safety metrics.
- Updates/maintains documentation of process safety incidents and proactively share industry incidents.
- Assembles and maintains necessary documentation for Process Safety/Risk Management Plan audits, as well as provide continued support during Process Safety/Risk Management Plan audits.
- Assists in the development and administration of process safety training programs.
- Assists in the development of policies/practices to ensure workforce involvement in process safety.
- Integrates the PSM into the integrated HSSE/PSM Framework.
- Understands Human and Organisational Performance (HOP) and how it affect PSM.
- Provides expertise during process safety incident investigations and aid in determining appropriate action items to address root causes (corrective and preventative).
- Presents process safety engineering and related process safety management improvement solutions.
- Prepares detailed process safety monthly reports and other periodical reports as required.
- Reports to plan on activities under their control – biweekly meetings, management meetings, HSSE meetings.
- Observes contract personnel for routine jobs and project work, as well as turnaround jobs.
- Interacts with other departments in coordinating process safety management activities.
- Actively participates and engages as a member of the HSSE team to collaborate and contribute to the overall improvement of HSSE.
- Actively participates in the HSSE Committee.
- Leads the Process Safety Department Champions.
