POSITION:                Purchasing Manager

DEPARTMENT:            Logistics

REPORTS TO:            Chief Financial Officer

SUPERVISES:            Senior Purchasing Clerk, Purchasing Clerk, Stores Personnel

LIAISES WITH:          Suppliers, Customers, Customs, Warehouse and Inventory

 personnel.

 

Position Summary 

Directs and controls the purchase of all local and foreign material in a cost effective and efficient manner based on organizational needs and within standard operating procedures and guidelines.

 

Key Duties and Responsibilities

  1. Develops purchasing strategy and negotiates prices and contracts with suppliers.
  2. Monitors the department to ensure that policies and protocols are followed and best practices are implemented.
  3. Ensures purchase orders are expedited in keeping with demand requirements.
  4. Develop and maintain strategic relationships with key suppliers and vendors
  5. Establish and maintain an approved vendor/supplier database
  6. Develop, negotiate and administer purchasing agreements and contracts with suppliers in support of organizational requirements
  7. Oversee supplier compliance with internal quality standards and external regulations
  8. Develop and manage purchasing budgets and forecasts
  9. Monitor and reduce purchase variances to meet profit objectives
  10. Produce monthly reports on purchase commitments, costs and delivery performance
  11. Ensures quality of procured items and addresses problems when they arise.
  12. Responsible for the management and control of the departmental budget, assets and employees.
  13. Work with relevant departments to manage inventory requirements
  14. Ensures that the contracted Customs clearance provider is managed in accordance with purchasing timelines.
  15. Ensure proper scheduling of foreign purchases to meet current and future demands while optimizing warehouse usage and avoiding overstock situations
  16. Direct continuous improvement of purchasing processes in line with changing organizational needs and market conditions
  17. Oversee the operations and daily activities of the purchasing department
  18. Keeps up with trends in procurement.
  19. Comply with the Company’s/ Department’s procedures and policies belonging
  20. to the Quality Management System and the Health, Safety & Environmental Management System.
  21. Fulfill the legal duties of the Occupational Safety & Health Act

 

Training and Experience

  • Bachelors’ Degree in Business Administration, Logistics or related field.
  • CIPS qualification would be an asset
  • Three - Five years’ experience as Purchasing Manager in a Manufacturing environment
  • Equivalent combination of education and experience.

 Special Skills

  • Proficient in Microsoft Office Suite and other relevant software.
  • Strong supervisory and leadership skills.
  • Effective communication and interpersonal skills.
  • Ability to prepare concise and informative reports.
  • Strong negotiation skills
  • Purchasing practices and regulations
