Chief Executive Officer - iGovTT

POSITION CLARIFICATION: 

 The Chief Executive Officer has overall responsibility for the efficient operation of all technical, strategic, and corporate functions of the Company including staffing, strategic planning, and delivery of financial and business services and its related deliverables to ensure sustainable profitability and growth of the National Information and Communication Technology Company Limited (iGovTT).

Internally, the incumbent is responsible for providing visionary leadership, and embedding a Company culture founded on the principles of accountability, continuous learning, innovation, and delivery of superior value over the short, medium, and long term to all stakeholders. Externally, this leadership role provides Ministries and stakeholders with advice to ensure widespread collaboration and alignment to common national ICT objectives and to promote effective and efficient use of the national resources for the benefit of Trinidad and Tobago’s society.

The position ultimately ensures that all Board approved strategies, plans, policies, and systems are implemented in accordance with regulations governing its operation as a state-owned enterprise.

 

KEY AND CRITICAL RESPONSIBILITIES INCLUDE: 

Strategy Development, Implementation and Performance 

 Collaborates with the Board of Directors to define and develop the strategic direction of the company and leads the development and owns the corporate vision, strategies, corporate Key Performance Indicators (KPIs) and targets for iGovTT.

    Chairs and guides the iGovTT Leadership team in executing the company’s vision and strategies and

monitors the performance of the company against its strategic plans, goals, and targets.

 Provides strategic leadership in the formulation of policy and process direction for the company and

coordinate the work plans for the aforementioned functional units in order to maximize desired results. 

 Provides advice and support in the development of ICT policies at the national and governmental levels;

guiding the research on ICT areas to advise the Line Ministry where necessary.

    Oversees the delivery of programmes and projects to clients as directed by the Company’s Line Ministry or through direct client engagement by units under his/her purview and ensures the delivery is within the agreed budget, timeline, and service levels.

 Drives the development of innovative and improved products, services, channels, and initiatives that outpace the competition to deliver profitable growth and increased market share.

 Recognizes changing consumer demands and accelerates the transformation to a digital business model to ensure a digital first customer experience.

 Ensures rigorous, ongoing quality improvement through an approach that demonstrates  explicitly  the processes of self-assessment, use of external judgements and measurement against agreed indicators to create the progressive ‘agenda for improvement’ and then develops and enacts improvement via explicit plans, targets and milestones.

 

Risk Management, Compliance & Governance 

 Ensures timely compliance with all regulatory and statutory, financial, legal and Board mandates.

 Ensures the effective stewardship of financial and non-financial resources of the Authority, including the management, control and reporting of human resources, financial resources, physical resources, and facilities required to deliver its mandate with probity and efficiency to enable the protection of the national interest.

 Approves all expenditures and signs and disburses cheques and drafts on behalf of the Company in

accordance with delegated authorities and Board approvals.

 Ensures that best practice processes, systems and polices are in place to operate the business including risk assessments and compliance with regulatory and legal mandates.

 Identifies threats and potential risk factors including supply chain, cyber-security and disruptive technology risks and builds protective organizational barriers.

    Presents regular reports on the status of the Company’s operation to the board of directors and to company staff.

 

Stakeholder Management

 Leverages external communications through a wide cross section of stakeholders (customers, media, governments, regulators, private sector partners) to positively impact the national mandate of iGovTT.

 Identifies key influencers and builds deep positive relationships with these stakeholders.

 Represents iGovTT internationally, regionally, and locally in Business, Community and other appropriate fora promoting the company’s public image/relations and business development opportunities in the regional and local market.

 Supports the National ICT Division of the Line Ministry to participate at the appropriate Regional and Local Committees and Associations related to ICT.

 

People and Organization Development 

 Develops strategic goals for cascading to all levels of staff in keeping with the performance management

cycle, and reports on the same.

Nurtures a holistic integrated culture focused on high performance, collaboration innovation and learning

through effective performance management, communication, and coaching of direct reports.

 Leads and stimulates a high level of workforce performance, facilitating the development of staff by clearly communicating expected standards of performance, developing a cooperative environment and providing effective feedback on performance.

    Provides clear leadership and promotes and foster a team culture consistent with the Company’s values

 Demonstrates an intellectual and professional leadership style that supports the attainment of respect and credibility by others.

 Leads the creation of a leadership pipeline for business continuity by objectively identifying top performers. 

 Performs other related duties as may be required.

 

KEY COMPETENCIES KNOWLEDGE, SKILLS, AND ABILITIES

 Extensive knowledge in the design, development and implementation of ICT policy, programmes and

projects.

 Extensive knowledge in project and programme management, especially regarding management of large

scale initiatives, or programmes with regional or international exposure.

 Demonstrated knowledge of employing organizational policies, management structure and developing business objectives.

 Knowledge of public administration, the key tenets of Corporate Governance and the role of the Board of Directors.

 Ability to drive organisational change and service system reform in a complex environment working with diverse stakeholders

 Ability to contribute to the areas of change, organisational transformation or business development. 

 

 Ability to use business and financial acumen to analyze, comprehend, select and implement innovative

solutions and models for the delivery of services to lead the organization to short-term and long-term success.

    Ability to stay ‘ahead of the game’ by anticipating demands and constraint and is able to ensure the Company is positioned for continued success.

 Ability to implement continuing systems improvement, with emphasis on risk management and quality

assurance.

 Ability to influence others through the appropriate combination of stature, conviction, enthusiasm,

EXPERIENCE:  

 At least (10) years progressive executive leadership experience, preferably within a Technology Environment.

 Experience in Public Sector Administration with evidence of lead responsibility for strategy and Project

Management will be an asset.

 Evidence of managing an organization of at least fifty (50) employees, and facilitating corporate level

issues pertaining to finance, HE, and core business decisions.

 

 EDUCATION:

 Minimum of a Post Graduate Degree from a recognized institution in ICT, Telecommunications,

Management or related field (MBA or similar qualifications).

 Certification in Project Management (e.g., PMP); Change Management (e.g., Lean Six Sigma, PROSCII) would be considered an asset.

 Evidence of training in areas such as Strategy, e-business, e-government, Negotiations, Human Resources, Finance, Legal or other related discipline.

 Fluency in Business Spanish will be considered an asset.
