Human Resources Manager

The BVI Health Services Authority (a client-centered healthcare organization) invites qualified and professional applicants for the position of Human Resources Manager.  The Human Resources Manager shall be responsible to the Board of Directors of the British Virgin Islands Health Services Authority (BVIHSA), through the Chief Executive Officer of the BVIHSA. The Human Resources Manager is required to support delivery of the Human Resources Strategic Plan as part of the Executive Team of the BVIHSA. To effectively manage the human resources functions including staffing and recruitment, compensation and benefits, performance management, training and development, and disciplinary matters, to ensure that the BVIHSA has access to high quality workforce data and information to support workforce planning, monitoring and the development of services.

PRIMARY DUTIES & RESPONSIBILITIES (included but not limited to):

Organization Development

  • Develops and implements the Human Resources Strategic Plan that addresses issues such as succession planning, workforce development, employee retention, and organizational improvement.
  • Communicates and provides feedback through meetings, suggestion programme, employee satisfaction surveys, newsletters, employee focus groups, one-on-one sessions, and the Intranet.
  • Develops programmes that promote good communication, good interpersonal relationships, and conflict resolution among staff.
  • Provides human resources forecasting and recommendations to Executive Management.
  • Keeps the CEO and the Executive Team informed of strategic human resources issues.
  • Provides regular human resources information and reports.

HR Strategy and Organizational Culture

  • Ensures that the Human Resources Department is equipped to advise and respond to staff members in a timely and efficient manner.
  • Together with the Executive Team, supports the development of a positive organizational culture in support of the Mission and Vision of the Authority.
  • Contributes to the development of an organizational culture of teamwork, services, and innovation.

HR Policies and Procedures

  • Ensures continuous improvement of the Authority’s Human Resources systems and policies in keeping with industry standards and best practices.

Staffing and Recruitment

  • Facilitates the recruitment of appropriate staff in accordance with best practices, regulatory requirements, and organizational budgetary guidelines to meet the Authority’s human resources needs.

On-boarding 

  • Maintains a comprehensive on-boarding process for employees during their initial employment, and provides on-going support during their probation period; and throughout the employees’ career at the Authority.

Compensation and reward

  • Liaise with Executive Managers to ensure that the compensation framework is received and benchmarked to ensure attraction, motivation and retention of employees.
  • Works closely with the Financial Comptroller to ensure that all relevant information concerning staff salaries and benefits is communicated accurately and timely.
  • Together with Executive Managers, ensures that timely reviews of benefits are periodically conducted to ensure that staff are appropriately rewarded and motivated to make continual improvements in a sustainable manner.

Supporting HR Implementation 

  • Ensures compliance with the Authority’s human resources policies and facilitates implementation of human resources best practices across the Authority.
  • Works closely with Departments/Unit Heads to ensure that the departments’ human resources needs are met in a timely manner to facilitate the Authority’s goals.

Performance Management

  • Maintains an effective performance appraisal programme for all staff at all levels (Clinical, Nursing, Technical, non-Technical, Management, Clerical, Secretarial and Ancillary) which advances the Authority’s Mission and Vision.
  • Provides support and advice to line managers on all human resources issues.

Training and Development

  • In partnership with Executive Managers, facilitates an Authority-wide training and development program for all levels of staff.
  • Any other duties assigned by the Chief Executive Officer.

Minimum Requirements:

Educational/Training Requirements

v  Bachelor’s Degree in Human Resources Management, Business Administration, Management plus seven years’ experience in the field or

v  Master’s Degree in Human Resources Management, Business Administration, Business Management or equivalent, plus five years’ experience in the field

v  N/A

Knowledge, skills and abilities

v  Excellent labour and human relations skills

v  Good listening, analytical, and problem-solving skills

v  Sound knowledge of employment legislation and BVIHSA Act 2001 regulations

v  Sound knowledge of compensation principles and practices

v  Sound human relations skills including interviewing, training and counseling techniques

v  Sound knowledge of the relevant computer software applications

Physical Demands

Work Environment

v  The work environment is representative and typical of similar jobs in comparable organizations.

SALARY: Commensurate with qualifications and experience.
