Instrumentation and Controls Technical Advisor (On Contract)- Job ID# 13481

OBJECTIVE/PURPOSE

The main function of the Instrumentation and Controls Technical Advisor is to provide engineering, technical and specialist support services including research, design, development, construction, installation, commissioning and operations of instrumentation, controls devices, control systems, and safety instrumented, and systems used in current and future NGC facilities and process plants as well as other strategic initiatives across the NGC Group of Companies.

 

FUNCTIONS

  • Provides the Technical authority oversight, establishes and implements all company functional specifications/standards associated with instrumentation, control systems and safety instrumented systems. This includes oversight of establishing company standards for instrumentation, Control System Configuration/Design, Functional Safety Design, Process Control Network Design, HMI, and Alarm System Design required to support Operational Excellence and Operations Intelligence Systems.
  • Reviews existing instrumentation, metering control systems and safety instrumented systems’ infrastructure in NGC Group and make recommendations for optimization, improvement, and efficiency improvements.
  • Conducts research activities and make recommendations for implementation into current and future instrumentation and controls infrastructure within the NGC Group.
  • Leads and conducts engineering design activities for instrumentation, metering control systems and safety instrumented systems’ infrastructure for approved capital and operating projects and initiatives including major system upgrades in accordance with company and industrial consensus standards and best practices
  • Leads and conducts engineering and other supporting development activities for instrumentation, control systems and safety instrumented systems’ infrastructure for approved capital and operating projects and initiatives including major system upgrades.
  • Leads configuration and testing of control and functional safety programs, regulatory control strategies and logic functions in accordance with project designs, approved Cause & Effects and functional safety requirements.
  • Provides technical assurance on Process Safety Information (PSI) for instrumentation, Control Systems, Functional Safety Systems including the Process Control Network
  • Provides technical assurance for Management of Change (MoC) reviews/support for instrumentation, metering, Control Systems, Functional Safety Systems including the Process Control Network.
  • Supervise or support construction activities for instrumentation, control systems and safety instrumented systems’ infrastructure for approved capital and operating projects and initiatives including major system upgrades.
  • Supervise or support commissioning activities for instrumentation, control systems and safety instrumented systems’ infrastructure for approved capital and operating projects and initiatives including major system upgrades.
  • Supervise or support start-up and operating activities for instrumentation, control systems and safety instrumented systems’ infrastructure for approved capital and operating projects and initiatives including major system upgrades.
  • Develops, interprets, reviews, prepares, and approves instrumentation, control systems and safety instrumented systems’ technical specifications, functional specifications, drawings, calculations, reports, and other documentation in accordance with industry standards and practices.
  • Participates in technical reviews, engineering assurance reviews, failure analyses, HAZOPS, incident investigations, project reviews and operations reviews providing advice, input, recommendations, presentations, and other activities leading to multi-disciplinary review, assurance in accordance with industry standards and practices.
  • Supports procurement process including vendor review, answering technical queries, Factory Acceptance Testing, and any other related activity.
  • Supports compliance to NGC Group Project Management Methodology, Asset Integrity Management, Process Safety, Technical Standards and Practices, and Management of Change policies, procedures and initiatives.
  • Executes any other related duties as assigned.

MINIMUM REQUIREMENTS

The minimum requirements for the position are:

  • Bachelor's Degree in Electrical and Computer Engineering or Instrument & Controls from a recognised and accredited institution or equivalent qualification.
  • M.Sc. in Engineering or Post-graduate qualification is a requirement.
  • A Registered Engineer with the Board of Engineering of Trinidad and Tobago or Chartered Engineer certification or international equivalent Engineering Registration Body recognized by the Board of Engineering of T&T is required.
  • Certificate in Project Management Professional (PMP) will an asset. 
  • A minimum of fifteen (15) years’ relevant engineering, operations engineering, maintenance and project delivery experience in the Downstream Petrochemical and Refining Sector and Oil & Gas Upstream Sector.

KNOWLEDGE AND SKILLS

  • Structured project management process and principles for concept generation, evaluation, selection, and detailed design
  • Contract management, particularly, Engineering Contracts, Technical Risk Management, application of inherent safe design, economic modelling, business case analysis and sensitivities on engineering decisions and project objectives.
  • Extensive knowledge of the techniques and methods of engineering designs and applicable engineering codes and standards related Instrumentation, metering functional safety, Control Systems and Process Control network engineering.
  • Extensive knowledge of Industry instruments and equipment, functional Safety Systems, Programmable Logic Controls (PLC) Control Systems, Project, HMI and Alarm system design, Control strategies, control loops, Control Optimization, SCADA systems, Communication layer protocols and networks, Industrial Codes and Standards related to Control Systems engineering and design and application.
  • Knowledge of Quality Control System.
  • Knowledge of Change Management techniques/best practices.
