Applications are invited from suitably qualified persons to fill the following position at the North-Central Regional Health Authority (NCRHA).

 

HUMAN RESOURCE OFFICER II – TRAINING UNIT

 

The incumbent will be responsible for providing technical support to the Manager, Training and to the appropriate Human Resource personnel to ensure the efficient delivery of services to support the Human Resource functions of the Authority.

 

Main Responsibilities:

  • Performs complex administrative duties such as the interpretation of agreements, rules, regulations and policies.
  • Renders advice on procedures in Regional Health Authorities and the Public Services as it relates to the Health Sector.
  • Conducts research and prepare reports on Human Resources matters delegated by the organisational relationship.
  • Manages the Annual Training Needs Assessment exercise in conjunction with the Manager, Training.
  • Manages all Learning and Development requests, ensuring execution within a timely manner.
  • Assists with the preparation of annual training budget and business plan.
  • Sources suitable providers for training.
  • Prepares requests for training proposals.
  • Develops Terms of Reference for training programmes.
  • Assists with the identification and implementation of key metrics and reports.
  • Designs and delivery of training programmes in line with organisational strategy.
  • Meets with technical experts to design programmes objectives.
  • Reviews of programme material and make recommendations for updates.
  • Assists with research and updating of Training Policy and Framework in conjunction with the Manager,   Training at established intervals.
  • Prepares Board Papers.
  • Prepares Learning and Development monthly reports.
  • Manages study leave process in conjunction with the Manager, Training.
  • Identifies training needs and training gaps in conjunction with line managers and the Manager, Training.
  • Prepares work and development plans for subordinates in conjunction with the Manager, Training.
  • Conducts recurrent training programmes.
  • Provides oversight for the On-the-Job (OJT) portfolio.  Liaise with the On-the-Job placement officers and others to resolve issues and manage the relationship between the Authority and the On-the-Job office.

 

Minimum Qualifications, Training and Experience:

  • Bachelor of Science Degree in Human Resource Management.
  • Minimum of three (3) years experience in a similar position.
  • Introductory/Intermediate training in Industrial Relations and Strategic Planning will be an asset.
  • Experience in the Public Service will be an asset.
  • Remote Training experience will be an asset.
  • Intermediate to advanced operational knowledge of MS Office: Word, Excel, Powerpoint
  • Intermediate to advanced experience with Virtual Learning platforms will be an asset.
  • Any other Human Resource qualifications, training and experience may be considered.

 

* Certificates acquired at foreign universities MUST be supported by certified transcripts as well as evidence that the completed programme is accredited in Trinidad and Tobago.
