JOB SUMMARY:

 

This is a statutory post established in the Petroleum Ordinance for the regulation of petroleum and dangerous substances in the Turks and Caicos Islands. Demonstrate leadership in a safety sensitive environment, requiring the application of requisite engineering, technical and industry knowledge, and critical thinking to ensure continuity in managing the risks associated with petroleum fuels storage and handling and other hazardous materials as specified in Law.  The Fuel Officer ensures sound codes, standards, and industry codes of practices are adopted and must ensure safety/environmental management systems are effectively developed and implemented.  The Officer plays a vital role in ensuring proper emergency planning and coordination with industry stakeholders. 

 

The Officer will be innovative in the cultivation and promotion of a culture for safety within the department, government, across the petroleum sector and The TCI Islands as a whole and shall participate as a member of the Emergency Response Team Ensure/Require the preparation of Emergency Plans for licensed premises by the occupier and relevant public bodies. 

 

To ensure effective education and sensitization of the public and other stakeholders, the Fuel Officer will be responsible for the coordination and the dissemination of relevant information for public awareness regarding safety in the importation, handling and storage of petroleum and dangerous substances.  The Officer will manage and resolve public complaints and issues with respect to compliance, interpretation and application of relevant Law, codes and standards and carry out investigations of incidents.

 

KEY DUTIES AND RESPONSIBILITIES:

 

The incumbent is required to establish and keep under constant review the framework for the regulation of the sector and to recommend for implementation, enabling regulations in accordance with the Petroleum Ordinance and government objectives.

1)    Draft importation licenses/permits for all petroleum fuels and dangerous substances in bulk.

2)    Draft operating permits for storage facilities, transportation vehicles, distribution pipelines, service stations, marinas, and other related facilities for petroleum fuels and dangerous substances.

3)    Make recommendations regarding importation and operating licenses/permits to be granted with certain conditions (as needed) or be denied.

4)    Develop operating permits for all private and public refueling stations.

5)    Serve as an advisor to government departments and other agencies on technical matters related to petroleum fuels and dangerous substances.

6)    Regularly inspect importation facilities and activities, fuel storage terminals or facilities, transportation vehicles, distribution pipelines, service stations, marinas and other related facilities, operations and/or activities.  Including annual inspections to ascertain the following:

a)    Integrity of storage vessels and pipelines to proper design, operation, and maintenance codes of practice; fire protection equipment reliability and adequacy; Integrity of secondary containment

b)    Documented Safety and Environmental Information Systems (chemical hazard information, technical drawings, codes, standards, practices, etc.)

c)     Emergency preparedness plans, coordination, and drills

d)    Compliance with relevant codes, standards, and practices

e)    Occupational health and safety issues for employees

f)      Up-to-date written operating procedures for all activities and operations

g)    Standardized employee training programs

h)    Periodic hazard review or analysis

i)      Implementation of safety and environmental management systems

j)      Formalized maintenance programs with schedules and documented results of inspections or tests and documented actions taken to correct deficiencies

k)     Spill reporting with root-cause investigation and corrective action

l)      Testing and reliability of leak detection equipment and emergency control systems

m)   Change management systems to evaluate potential hazards of equipment or operational changes

n)    Periodic compliance reviews and auditing

  • o)    Safety of fuel transportation and distribution to and from the premises

p)    Proper management of Underground Storage Tanks (UST) programs including leak detection and inventory control systems

q)    Proper management of pipeline operations including proper marking, corrosion protection, and leak detection features

7)    Participate as a member of emergency response teams and the DDME developed Oil Spill Contingency Plan (OSCP) team.

8)    Oversee the preparation of Emergency Plans for licensed premises and activities by the occupier and relevant public bodies

9)    Coordinate, schedule, attend and comment on the effectiveness of Emergency Plan exercises and arrange for regular exercises

10) Maintain a register of all importation licenses/permits and all operating licenses/permits along and a location map of all licensed premises including above and below ground pipelines carrying dangerous substances

11) Receive reports of accidents and spillage and investigate.  Circulate reports to relevant authorities and subsequent investigation reports.

12) Be available as a statutory consultee for all planning applications involving petroleum fuels and dangerous substances and other planning applications in the vicinity of existing petroleum fuel and dangerous substance installations, within a well-defined scope

13) Provide expert advice to other Government agencies on safe handling and storage of dangerous substances and emergency preparedness plans.

14) Inspection of all workplaces for compliance with health and safety requirements where dangerous substances are stored and handled in bulk (there is a need to define the dangerous substances and what is meant by “bulk”)

15) Aid in development of plans and budgets for the Fuel Officer post functioning

16) Prepare annual report for advising the Governor on the state of petroleum fuels and dangerous substances importation, storage, transportation, distribution, dispensing and use in the TCI with respect to progress made, significant lapses, and future plans.

17) Collect fees and royalties in accordance regulations.

18) Responsible for allocating the available supplies of petroleum in times of shortage

19) Approve equipment and pump calibration tests to assure accuracy.

20) Adhere to all Public Service codes, rules and regulations

21) Perform any other related tasks that may be assigned

 

QUALIFICATIONS AND EXPERIENCE:

 

Qualifications:

A Bachelor’s Degree in a scientific field, preferably in chemical, mechanical or petroleum engineering or another engineering discipline.  To be effective in oversight, the Fuel Officer must possess technical knowledge of the industrial activities and have experience working with the petroleum or chemical industries, transportation, and other related activities and sectors.

 

Experience:

This position requires at least ten (10) years of relevant experience, and must have sufficient experience, expertise and stature to be able to work directly with all levels of industry and government.  This includes meeting, presenting, decision making, and directing activities while interacting with top-level leadership and management in industry and in Government, including the Governor and throughout the TCIG.  At the same time the Fuel Officer must have sufficient detailed knowledge and experiences to inspect facilities and address industry specific safety management system needs and proposed specific detailed engineering issues to manage risks.

 

REMUNERATION PACKAGE:

 

SALARY – Grade 8 $51,147.50 per annum
