POSITION/TITLE: HOS – School of Performing Arts
CLASSIFICATION: PRINCIPAL LECTURER I (Government)
ROLE AND CORE FUNCTION:
Under the general guidance and direction of the Principal or designate, the Head of School has general responsibility for the day to day governance, as well as the efficient coordination and performance of the Department. S/he Supervises and coordinates all activities of the School/ Department. The incumbent is expected to collaborate with other Schools and Departments to provide advise and assist the Principal and or designate in management the general affairs of the Institution.
Education/Experience:
· Masters Degree in their specialization area or a similar field from a recognized institution
· Trained Teacher Certification
· A minimum of three (3) years' experience in a position with similar duties and responsibilities
Specialized Skills, Techniques/Learned Disciplines:
· Strong leadership and Management skills
· Knowledge of teaching methods, techniques and standards
· Strong analytical skills to facilitate effective decision making
· Strong conflict management skills
· Strong knowledge of budget management to facilitate financial planning and resource management within the department
· Strong curriculum development and academic research skills
· Ability to effectively coordinate and organize meetings and projects
· Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituents in a diverse environment
· Skill in the use of academic and administrative technologies and related software applications
Special Conditions Associated With the Job:

MAIN DUTIES & RESPONSIBILITIES:
Curriculum Planning
1. Reviewing existing courses and programme offerings with a view to making necessary adjustment/s.
2. Liaise with the Curriculum Officer to ensure that updated curriculum are available as per programme offerings
3. Review and vet course work pieces and examination items submitted by lecturers.
4. Liaise with industry players to ensure adequate response to needs.
5. Coordinate with the Timetabling Officer to prepare timetables for lecturers and students within the School/ Department
General Management/Supervision
1. Assist the Human Resource Department with the hiring and selection as well as appointments to the teaching staff of the department.
2. Provide strategic leadership for the department and ensure that the goals and objectives are aligned with the institutional strategic plan
3. Oversee the development, implementation and evaluation of departmental policies in alignment with institutional academic policies
4. Manage departmental budget, resources and facility effectively
5. Facilitate and encourage research and innovation initiatives within the academic department
6. Lead the development and review of academic programmes and initiatives
7. Oversee and lead the accreditation processes from a departmental perspective
8. Address lecturers concerns and queries in a timely manner
9. Complete and submit departmental reports in a timely manner to meet institutional deadlines
10. Ensue the day-to-day governance of the School.
11. Assist with the supervision of the administrative staff assigned to the department.
12. Liaise with the Work Experience Officer in respect to the placement of students on work experience
13. Liaise with the Dean of Faculty in respect to the recommendation/s for appointments to the teaching staff of the School under your supervision
14. Schedule regular meetings with lecturers to address matters concerning the school
15. Supervise and assist all lecturers in the school/department to ensure professional standards are maintained to include keeping adequate records of students' work and progress.
16. Actively participate in meetings such as; HODs, Strategic Planning, Quality Assurance etc.
17. Play a major role in the admission, registration, interviewing, academic counseling and orientation of new students of the School.
18. Hold regular meetings with students on matters relating to the School.
19. Ensure that lecturers attend classes, classes are adequately manned and that
students are being adequately prepared for examinations.
20. Assess the performance of lecturers and students and suggest ways of improving their performance where necessary.
21. Maintain and keep an up-to-date inventory of equipment and supplies in the School;
22. Be responsible for the maintenance and care of equipment and supplies in the School;
23. Participate in the Performance Management Process and in the evaluation and assessment of reportees.
24. Teach during such periods as may be prescribed by the Ministry of Education and Youth or otherwise approved by the Committee of Management
Students Related
1. Assist where applicable, with the data for the preparation of Certificates and Diplomas for the graduating classes.
2. Implement and monitor processes that facilitate student retention, engagement and success
3. Lead and monitor student advisement processes within the department
4. Address students concerns and queries in a timely manner
5. Assist in the selection of graduates and special awardees by virtue of academic performance.
6. Write letters of recommendation and references as well as assist with the preparation of transcripts, if necessary.
7. Ensure that the Internship Programme remains current and relevant
8. Assist the Principal/ designate in maintaining discipline with the development of desirable attributes and qualities of citizenship in the students.
9. Assist with the running of all Examinations for students of the department.
10. Help to motivate students to achieve their highest academic goals.
11. Foster and nurture leadership and encourage self-discipline among staff and students.
12. Represent the Campus at seminars (CCCJ) related to the development of courses for the School in particular and other areas in the college where necessary.
13. Attend planning sessions re: writing and vetting of examination papers and standardization of grades etc.
14. Liaise with the Assessment Services Unit re: examinations issues (internal and external).
15. Carry out all necessary administrative functions as they relate to the smooth and effective functioning of the School.
16. Perform other job related duties as may be determined from time to time by the Faculty Dean.
PERFORMANCE CRITERIA:
The job has been satisfactorily executed when:
1. Staff are supervised and professional standards are maintained
Regular meetings are held and relevant information disseminated and feedback obtained
3. Reports were prepared and submitted in a timely manner
4. Lecturers in the department were supervised and assisted in maintaining professional standards and in keeping adequate records of students’ work and progress.
5. There was effective liaison with industry players to obtain feedback in respect of expectations and needs
6. Recommendations for appointments are submitted to the Principal as necessary
7. There is standardization of day and evening courses
8. Assistance was given with the time tabling and staff for deployment.
9. The preparation of Certificates and Diplomas for the graduating classes was supervised.
10. Lecturers supervised, complied with requirements of their lecturing and administrative obligations
11. Assistance was given with the selection of graduates and special awardees by virtue of academic performance.
12. Progress reports on students' attitudes and academic progress are prepared.
13. The running of all Examinations for students of the School was effectively supervised.
14. Leadership was fostered and self-discipline among students encouraged.
15. A current inventory of the equipment and supplies in the School was established and maintained.
16. The Campus was duly represented at seminars e.g. (CCCJ) related to the development of courses for the School in particular and other areas in the college where necessary.
17. There was attendance and participation at item writing sessions
18. Classes assigned were completed.
19. There were regular departmental meetings to consider matters relating to the Campus and obtaining feedback from staff.
20. Lecturers in the School were assisted in maintaining professional standards and in keeping adequate records of students’ work and progress.
21. All classes were properly manned and students were adequately prepared for examinations.
22. The performance of lecturers and students were assessed and new ways of improving their performance suggested where necessary.
23. There was impressive student engagement and retention levels
24. Effective communication practices with relevant stakeholders
25. Effective budget management and financial planning in keeping with established budget and available resources
26. There is clear alignment of institutional objectives and practices with institutional strategic goals
27. Other job related duties assigned are completed
