The B.V.I Health Services Authority (a client-centered healthcare organization) invites qualified and professional applicants for the position of BUSINESS DEVELOPMENT MANAGER.  In conjunction with the Chief Executive Officer, the Business Development Manager is responsible for ensuring the BVIHSA’s stability and growth by:


  • Creating business development strategies for the BVIHSA. 
  • Researching healthcare industry trends and developing strategies to maximize on such trends.
  • Identifying, defining, developing, negotiating and finalizing business relationships.Identifying and addressing business development issues.
  • Identifying and proposing new business opportunities and developing associated business plans.
  • Soliciting new business and securing funds for identified business initiatives.
  • Developing and negotiating contracts with a view to integrating contract requirements with healthcare operations.
  • Reviewing and analyzing financial requirements for all proposed business development opportunities.Recommending equity investments in line with proposed business development opportunities.
  • Assisting in branding and media communication activities including the development of press releases, advertisements, marketing collaterals, and web site content.

The Business Development Manager is required to support the Chief Executive Officer by ensuring that effective business development policies and strategies are developed.  The role includes research, benchmarking, identifying best practice, performance management and executing ad hoc special projects as directed.


The Business Development Manager must convey the goals of the BVIHSA while furthering its mission by developing business plans in coordination with senior management to achieve revenue goals and support the BVIHSA’s financial well-being through the securing of new funding initiatives; analyzing current and past budgets, expenses, revenues and service deficiencies in order to provide recommendations for business growth and problem resolution.

 PRIMARY DUTIES & RESPONSIBILITIES (included but not limited to):

  • Engage in market research in order to identify new business opportunities for BVIHSA. 
  • Develop and execute business development plans for the BVIHSA. 
  • Develop comprehensive knowledge about BVIHSA and its development practices, its business activities, prospective clients, and the trends for the industry. 
  • Oversee strategic planning processes to ensure strategies align with market drivers and support a customer intimate approach. 
  • Pursue the development of strategic partnerships, relationships and alliances that can assist in identifying and developing business development initiatives. 
  • Identify opportunities and build relationships with key executives and stakeholders in support of the growth of the practice group and industries. 
  • Develop a management information strategy and action plan for development of the new services and the review of existing services as appropriate.
  • Liaise with senior management to ensure high standards of best practice and continuous improvements are in place to meet corporate, directorate and divisional aims. 
  • Participate in industry forums, client discussions and conferences as organization representative. 
  • Oversee marketing programs and partner channels that increase the BVIHSA's revenues and customer base. 
  • Maintain a working knowledge of relevant legislation, regulations and codes of practices and ensure these are adhered to within the division and maintain professional development through participation in training to meet the changing demands of the role. 
  • Participate in audits of operational practices, in consultation with managers making recommendations and setting up systems designed to improve service delivery. 
  • Maintain a knowledge repository of clients, referrals, RFPs, prospects and presentations. 
  • Utilize the client relationship database to manage customer contacts and mailing lists. 
  • Develop strong customer relationships in order to generate high volume of prospective clients. 
  • Any other duties commensurate with the scope and nature of the post.

Minimum Requirements:


Education & Experience

v  Master’s of Healthcare Administration (MHA) or Master’s of Business Administration (MBA) preferred.

v  At least 5 years’ experience at a senior level of strategic or policy development field.


Licenses and/or registrations

v  Valid BVI Driver’s License

v  Strong people skills; must be able to relate to executive management and Board.
