JOB TITLE:      TRAINING AND DEVELOPMENT SPECIALIST

DEPARTMENT:         Human Resource Management Directorate  

MINISTRY:              Deputy Governor’s Office  

LOCATION:              Grand Turk

JOB SUMMARY:

The incumbent in this position will be responsible for organizing and conducting training for the Public Sector. Also the role will manage the training process from design to evaluation to ensure that the necessary skills are developed among staff in order to drive productivity and to achieve organizational goals.

KEY DUTIES AND RESPONSIBILITIES:

  • Assists Ministries and Departments in conducting the
    Needs Assessment and identifying training programmes based on short-term and
    long-term goals.
  • Designs, delivers and evaluates training programs.
  • Prepares budgets for training programs
  • Makes submissions to the HR Director for the Annual
    training budget.
  • Develops and conduct orientation programs.
  • Uses the competency framework to develop annual
    training schedule/plan for the all levels of public sector employees.
  • Develops mentoring and coaching programs for
    ministries.
  • Maintains a database of all training conducted and
    all staff attending training both locally and externally.
  • Ensures sector wide compliance to training
    guidelines and standards.
  • Develops learning activities, audio-visual materials
    and instructor guidelines.
  • Develop and introduce sound guidelines on Public
    service training programmes.
  • Monitors and coordinates the implementation of the
    approved training plans and programs submitted by Ministries.
  • Follows up on transfer of learning in ministries to
    ascertain the long-term achievement of objectives.
  • Produces monthly and annual reports on training
    activities.
  • Supports the Human Resources Team in generalist HR
    Matters when required.
  • Networks with local, regional and international
    institutions and service providers.
  • Adheres to all Public Service Codes, Rules and
    Regulations.
  • Performs any other duties assigned by the Head of
    Department.

 MINIMUM QUALIFICATIONS & EXPERIENCE:

  • Bachelor’s Degree in HumanResource Management/Business Administration/related field or equivalent.
  • 5 or more years in a learning and development setting either in the workplace or adult educational institution
  • 3 years managing a Training and Development  function
  • Demonstrated experience in instructional design with a proven platform and stand up
      training experience

Desirable

  • A Master’s Degree with concentration in Human Resource Management/Training and Development/Adult
      Learning/Organizational Development/related field or equivalent would be an advantage.

 

SALARY:T54 - $51,300.00 per annum plus allowances

For persons recruited outside the islands, in addition to basic salary and allowances, a two year extendable contract is offered, an end of contract gratuity of 15%, a housing allowance, freight and duty exemption on personal items within the first six months of employment and a relocation package is available to spouse and two children under the age of 18 years
