Job Summary
The Senior Legal Officer has responsibility for supervising and procuring legal research; drafting contracts; MOU’s and agreements; interpreting laws, ordinances and regulations relating to PPP Unit’s work and for providing legal advice to the Unit.
Key Duties and Responsibilities
• Providing legal advice and legal opinions to the PPP Unit.
• Supervises and procures legal research, interprets laws, ordinances and regulations relating to the Unit’s legal issues.
• Advises on and drafts legal documents including contracts, memoranda of understanding and Notes for cabinet.
• Represents the PPP Unit on Ministerial and/or Cabinet-appointed committees, other committees and at such meetings as required.
• Reviews and provided advice on lease Agreements, Deeds of Lease and other legal documents.
• Participates in negotiations with Attorneys representing private interests with respect to terms and conditions of contracts, agreements, leases and related issues.
• Liaises with the Solicitor General’s Department and the Chief State Solicitor’s Department on the negotiations of covenants and conditions contained in Contracts, Lease Agreements and other legal documents.
• Liaises with the Valuations Division, Ministry of Finance on matters affecting commercial real estate valuation and policies.
• Recommends revision and amendments to existing laws pertinent to the Unit’s function, and drafts proposals for legislation in collaboration with the Office of the Attorney General.
• Attends Legislative Review Committee Meetings on matters pertaining to the Unit’s legal portfolio.
• Attends Parliament to provide support to the Minister of Finance when issues pertaining to Bills and other matters within the purview of the Unit and the Ministry are considered.
• Performs such other related duties as may be required.
Minimum Qualifications and Experience
• A Bachelor of Laws (LLB) or its equivalent from a recognized institution.
• Training as evidenced by the possession of the Legal Education Certificate (LEC) or its equivalent from a recognised institution.
• Evidence of having been admitted to practice as an Attorney-at-Law in Trinidad and Tobago.
• A minimum of five (5) to seven (7) years’ experience as a legal practitioner.
• Experience in legal research and preparation of legal documents.
• At least five (5) years of experience in the preparation of Contracts, Lease and Agreements and Deeds of Conveyance.
• Experience in the negotiation, interpretation and analysis of covenants and conditions contained in Contracts, Lease Agreements and Deeds of Conveyance.
• Experience with working on technical teams as project/team leader, particularly in the legal discipline.
