Job Summary:

 

The Senior Human Resources Officer - Industrial Relations will be responsible for a
wide range of technical and supervisory work in the field of Human Resources
Management and Industrial Relations. The SHRO (IR) will be responsible for
maintaining a harmonious industrial relations climate through the adherence to
agreed rules, regulations and procedures. The incumbent will be required to
provide support to Managers/Supervisors in resolving human resources problems
and monitoring the operations of the Authority with a view to initiating
appropriate changes in Industrial Relations policies and practices.

 

Work will also involve addressing Human Resources matters and performing industrial
relations functions in keeping with good Industrial Relations Practices. These
include mediation sessions, reducing conflict, developing good relations with
subordinates and managers, participating in decision making and maintaining
industrial relations democracy and protecting the interests of the employer by
following the code of conduct.   

 

Key Functions:

 

  • Interprets and advises on the adherence to the Authority’s Human Resources Management and
    Industrial Relations Policies, Circulars and Regulations.
  • Represents the Authority at collective bargaining negotiations between the Unions, Human
    Resources Department and / or other relevant Authority relating to matters on
    the terms and conditions of its employees.
  • Recommends and / or arranges for disciplinary proceedings in accordance with the
    appropriate regulations and collective agreement.
  • Supervises and co-ordinates the work of subordinates dealing with disciplinary matters and
    other related personnel matters concerning monthly salaried and daily rated
    employees and provides mediation sessions for employees to treat with work
    elated grievances.

 

Required Qualifications, Skills,
Knowledge & Abilities:

 

  • A Bachelor’s degree in Management, Human Resources Management or a related field with at
    least five (5) years’ of experience in a Human Resources Department, the last
    three (3) of which must have been spent in a supervisory capacity.
  • Three (3) years’of practical experience in Industrial Relations.
  • Certificate/Diploma in Industrial Relations (at least one year in duration) from an accredited
    institution.
  • Extensive knowledge of Human Resources Management and Industrial Relations principles,
    practices and techniques, Principles of Negotiation preferably in the Public
    Sector.
  • Considerable knowledge of existing Industrial Labour Legislation, current Industrial
    Agreements and trends, the Civil Service Act and Regulations, Statutory
    Authorities Act and other related acts and regulations.
  • Any relevant combination of training and experience.
