Job Summary
The Senior Financial Analyst provides technical, coordination and transaction support to the Ministry of Finance and Cabinet in the design and formulation of policies and projects relating to the delivery of infrastructure and infrastructure-related services via Public Private Partnerships (PPP) across multiple industries and multiple sectors.
Key Duties and Responsibilities
• Builds Valuation and Financial models using Discounted Cash Flow and Value for Money techniques, and provides risk analysis using Monte Carlo Simulation or similar tools.
• Analyses financial models, both in the feasibility studies and in the proposals submitted for PPP Projects across multiple industries and multiple sectors.
• Advises on the appropriate financial structure for projects based on a knowledge of the market’s ability to provide finance and bear risk.
• Ensures that the government’s explicit and implicit fiscal obligations and risks are determined at the feasibility study stage of projects and that these are communicated to the Minister of Finance and the Cabinet
• Provides critical economic and social analysis and assessment of potential PPP projects for Government to make the relevant investment decisions.
• Leads the PPP projects appraisal process, conduct initial project screening and strategic PPP project due-diligence;
• Analyzes and recommend PPP risk allocation and develop an appropriate risk profile for the project.
• Oversees financial administration of the PPP Unit, including budget preparation, financial statements, and operating reports for both internal (Ministry) and external (multi-lateral financier) purposes.
Minimum Qualifications and Experience
• Masters degree in Economics, Finance or Business Administration.
• 5 – 7 years’ experience in project finance structuring
Required Competencies, Skills and Abilities
• Demonstrated experience with developing and analysing complex financial models for infrastructure projects capable of sensitivity analysis.
• Experience with economic cost benefit analysis of infrastructure and service projects.
• Experience with regulations relating to banking, international finance and public procurement.
• Proven business plan writing and analytical review experience.
• Excellent, analytical, problem solving, interpersonal, briefing and communication skills.
• Good management and leadership skills.
