BACKGROUND

The International Youth Foundation (IYF) invests in the extraordinary potential of young people. Supported by the United States Agency for International Development (USAID), if selected, IYF will manage the Barbados and Eastern Caribbean At-Risk Youth Program to address challenges facing at-risk and marginalized youth in the region. These challenges include, but are not limited to, vulnerable backgrounds and environments, poor education, high unemployment, a fractured juvenile justice system, and increasing crime and gang violence. IYF’s program approach will build from its USAID-funded Caribbean Youth Empowerment Program and expand further to target at-risk youth by providing training and job placement services, preparing them for the world of work and promoting youth to serve as positive change agents in their communities.

JOB SUMMARY

The Senior Technical Advisor will provide oversight and technical input for the Barbados and Eastern Caribbean At-Risk Youth program. This will include advising the team on technical and program strategies; managing technical assistance and program administration; implementing activities in accordance with applicable laws and regulations; preparing technical reports; and helping coordinate with key national and local government counterparts and other community based organizations. The Senior Technical Advisor will be based in the Eastern Caribbean region and report directly to the Chief of Party. Hiring for this position will be contingent upon IYF securing funding from USAID for this project.

JOB RESPONSIBILITIES/SPECIFIC DUTIES

  • Support the Chief of Party in providing technical and program management guidance to the program’s field implementation team in order to achieve quality targeted results, in the following areas in particular:
    • Develop the program’s strategic vision, in collaboration with USAID, IYF/Baltimore staff, and key Eastern Caribbean stakeholders, including community based organizations and young people.
    • Link the private sector needs at a systemic and strategic level to program activities.
    • Ensure private sector and governmental commitment to participate in the programming and support ultimate job placement.
    • Focus will be on increasing vocational training and job placement, career guidance, and entrepreneurship skills.
  • Serve as a technical resource to component leads, providing guidance and follow up support on work plan implementation, quality assurance activities, and timelines.
  • Support the Chief of Party to integrate lessons learned and monitoring and evaluation analysis into the capacity building efforts and implementation activities at the community level; support the documentation and articulation of achievements related to community youth hubs model.
  • Provide technical advice to ensure smooth integration of service provider activities with community partner and IYF-led activities.
  • Provide regular updates to the Chief of Party providing periodic reporting of the main implementation progress and challenges.
  • Participate in meetings with USAID and other external and strategic stakeholders as needed.

SUPERVISOR:  Reports directly to IYF’s Chief of Party in the Eastern Caribbean.

REQUIRED SKILLS & QUALIFICATIONS

  • A University degree in a related field such as Education, Education Policy, Economics, Public Policy, Social Work, Criminal or Juvenile Justice, Public or Business Administration, or relevant field required. Master’s desired.
  • At least 7 years of experience in project management, including international development, ideally in implementing donor-funded youth at-risk, education and workforce development, crime and violence reduction, or community development programs.
  • Demonstrated experience in designing and delivering effective programming; and developing professional relationships with senior government officials, municipal authorities and the private sector to support program objectives.
  • Experience working in the Eastern Caribbean region is required.
  • Experience working on USAID-funded programs is preferred.
  • Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.
  • Oral and written fluency in English is required. Fluency in French or Dutch highly desirable.
  • Excellent communication and interpersonal skills with ability to understand sensitivities in dealing with wide variety of people from many countries, cultures and languages are essential.
  • Demonstrated team player, a very effective and efficient manager of personal time and responsibilities, a hard worker, flexible in style and one with the highest personal integrity.Ability to manage multiple projects, deadlines, and priorities in a high pressure and quickly evolving work environment.

This position will be based in the Eastern Caribbean region (exact location TBD).
