TURKS AND CAICOS ISLANDS FINANCIAL SERVICES COMMISSION
The Financial Services Commission, a statutory body of the Turks and Caicos Islands (TCI) Government responsible for the licensing and regulation of financial services businesses, is seeking qualified applicants for the post of Registrar of Companies, Trademarks, Patents and Business Names.
DUTIES & RESPONSIBILITIES
The holder of this position will carry out the following duties:
- Engage in medium and long-term strategic planning for the development and growth of the various Registries of the Commission.
- Primary duty will be in respect of registering companies, marks and patents and ensuring that such registrations comply with statutory requirements of the various Ordinances.
- Carry out other statutory functions in relation to the Ordinances such as adjudicating at Hearings on opposition to trademarks applications for registration and making decisions as to their registrability.
- Oversee the management of the various Registries.
- Make representations to government policy makers on initiatives which can improve the registration process of Companies, Trademarks and Patents under direction from the Managing Director.
- Keep abreast of developments in registration practices worldwide with a view to exploring new approaches to improve the capacity of the Commission.
- Cooperate with foreign registration authorities within the ambit of the FSC Ordinance and any other ordinances duly proving for co-operation in that respect under the direction of the Managing Director.
- As may be authorized by the Managing Director, act as spoke person for the Commission and make presentations locally and internationally to increase public awareness and understanding of the functions of the various Registries.
- Ensure that the Commission is in compliance with the FSC Ordinance, other pertinent ordinances and any other relevant laws within the designated portfolio responsibility areas.
- Liaise with the Attorney General and the Commission’s Attorneys on matters requiring expert legal opinion.
- Perform all other functions as set out in the job description for the relevant post or as may be required for full and proper execution of the duties or to meet established standard for Registries or as may be assigned by the Managing Director.
SPECIFIC KNOWLEDGE REQUIRED
- Sound knowledge of the Financial Services Commission, Companies, Trademarks, Business Names, Share Transfer Duty Ordinances and Guidelines, ancillary legislation and regulations set locally and by international bodies.
- Knowledge of financial management.
- Understanding of IT systems and the use of such technologies in the registration operations.
OTHER CRITERIA
The successful candidate should have experience dealing with human resources issues and should possess a high level of communication skills.
EDUCATION & EXPERIENCE
ü Preferred qualification is an LLB Degree with a focus on Company Law and elements of Trademarks, Patents and Intellectual Property Law.
ü A minimum of five (5) years’ experience in an international Companies Registry setting.
OTHER INFORMATION APPLICABLE TO THE POST
This position falls within Grade 3 of the Commission’s pay scale. Actual salary payable will be determined by reference to the degree of qualification, experience, knowledge base and other criteria that the Commission may assess.
The duties for the above post may be carried out at either of the Commission’s offices in the island of Grand Turk or Providenciales.
