Job Summary

This position works as part of the Policy, Research and Measurements Team in the National ICT Company (NICTC) Limited to contribute to research goals on international ICT trends and development; refine the appropriate outline ideas for the evaluation, development and implementation of research. A significant policy development component will also be required where the professional will be required to develop policy and position papers based on research and best practices and engage in consultation activities to refine same for finalisation in conjunction with the line Ministry.

Key Duties and Responsibilities

Assist in the research on new developments in ICT e.g. environmental scan of how ICT is being applied by different countries and sectors; trends and development of ICT technologies, policies, implications on society; international ICT and eGovernment rankings by various benchmarking organisations.
? Work under guidance from Senior Professional and Team Lead of the Policy, Research & Measurement Team to develop national and government level ICT policies to bring about positive results with ICT exploitation.
? Work under guidance from Senior Professional and Team Lead of the Policy, Research & Measurement Team to craft new or update ICT policies.
? Support NICTC’s business analysts and project managers to identify areas of change that requires ICT policy changes. Work with the respective project teams and ministry clients to develop and effect these policy changes.
? Use the measurement framework developed by the Senior Professional and/or Team Lead of the Policy, Research & Measurement Team collect and monitor results for performance indicators, in order to track long-term value derived from ICT exploitation
at national and government levels, and success achieved through execution of national ICT agenda such as fastforward.
? Assist to monitor international ICT and eGovernment rankings and Track Trinidad & Tobago’s global comptetiveness in terms of these rankings, analyse and make recommendations of follow-up actions

Minimum Qualifications and Experience

At minimum of 3 years experience in ICT research and analysis and/or ICT policy formulation
Knowledge of research techniques and methodologies
Knowledge in research and policy development in the ICT areas
Experience with analysing results to measures and recommending interventions
Understanding of international developments and trends in e-Government, plugged into international network of eGovernment think-tanks or thought leaders
Understanding of impact of ICT on public services and legislations impacting the adoption of ICT or electronic channels at national and government levels
Excellent research, writing, and communications skills
Demonstrated ability to work in teams and has initiative
Working knowledge of public service issues, practices and procedures

Required Competencies, Skills and Abilities

Bachelor’s Degree in ICT, MIS, Computer Science, Statistics, Public Sector Policy/Management or relevant professional qualifications
