The Procurement Manager leads the Procurement Unit
Job Summary
The Procurement Manager leads the Procurement Unit and is responsible for planning, directing, executing and finalising purchasing and procurement strategies for GHRS within budget, and in accordance with approved standards, policies and procedures.
Key Duties and Responsibilities
• Leads, directs and manages the procurement/purchasing team and ensures adherence to ethical practices and to relevant laws and regulations;
• Forecasts procurement needs and makes purchasing recommendations that support business and strategic goals in collaboration with senior management and other key stakeholders;
• Ensures that procurement and purchasing activities are performed in a timely manner;
• Develops, implements and enforces procurement policies, procedures, guidelines, service level agreements and obligations;
• Formulates strategy for procurement aligned to GHRS’s Strategic Plan;
• Develops and delivers purchasing, procurement and inventory reports as required;
• Manages the preparation, compilation and dispatching of tender packages, terms of references, requests for proposals, expressions of interest, and pre-qualification documentation together with all pertinent correspondence for approval by all stakeholders;
• Ensures that all purchasing and procurement are done with a focus on cost effectiveness while maintaining appropriate quality standards and specifications through new contracts, competitive bids or existing contracts;
• Monitors and analyses trends in company purchases, spending, inventory control and makes recommendations on cost savings as well as continuous process and systems improvement;
• Prepares evaluation reports for approval and signature by the appropriate authority to facilitate contract awards;
• Develops and justifies annual budget for recurring services and forecasted procurement needs;
• Liaises with all Line Divisions to ensure that all purchasing activities, processes, and contracts comply with the relevant legislation and do not subject GHRS to undue or unacceptable risk;
• Maintains and updates a pre-qualified database of suppliers of goods and services;
• Reviews, verified invoices for submission to Accounts to facilitate the timely preparation of payment requests;
• Ensures procurement files are up to date and a database is maintained to track purchasing activity, measurements, expenditures and supplier performance;
• Manages supplier relationships to build effective partnerships;
• Researches and evaluates suppliers based on price, quality, service, availability, reliability, reputation etc. to ensure that GHRS receives value for money;
• Obtains and reviews competitive bids, quotes, and proposals from vendors and contractors, as well as discusses evaluations and reviews with requesters and subject matter experts as required;
• Evaluates and monitors contract performance to ensure supplier compliance with contractual obligations, as well as assists with clarifying contract requirements and resolving any conflicts;
• Supervises assigned staff to ensure adherence to company policies and regulations as well as achievement of identified performance standards.
• Any other related duties as may be assigned by the VP Corporate Planning/Deputy CEO.
Minimum Qualifications and Experience
• Bachelor’s degree in Procurement, Management or related field
• Diploma in Procurement and Supply
• Minimum of five (5) years post graduate experience in Procurement with three (3) years in a Supervisory position
• Any equivalent combination of experience and qualifications.
