Scan internal and external environments in identifying factors which may influence the development or revision of policies.
Co-ordinate the development and review of Policies and Procedures
DUTIES WILL INCLUDE
To oversee the work of the CPP Unit in identifying and implementing a comprehensive policies and procedures management system
To conduct research scan the internal and external environment to identify factors that may influence policies within the NIBTT
To manage the policy life cycle (development, implementation, monitoring and post-implementation, scheduled and ad-hoc reviews) and make appropriate recommendations for greater effectiveness in policy management
To consult with/advise Business Unit Heads on matters that are a critical part of the policy/procedures management process
To participate in change management activities which may result from the implementation of new policies
To communicate all new and revised policies and procedures to relevant staff utilizing the appropriate mechanisms
To represent the CPP Unit at various committees, conferences and work groups regarding the management of policies/procedures and related matters both internally and externally
To prepare detailed annual, monthly and ad-hoc reports on the management of policies and procedures and related activities
To perform other related work activities
QUALIFICATIONS AND EXPERIENCE
A Degree in Business Administration or Economics
Experience in the development of Corporate Policies will be an asset.
At least five (5) years proven experience in a corporate planning or research environment.
Any equivalent combination of training and experience.
DESIRED SKILLS & KNOWLEDGE
Comprehensive knowledge of the Provisions of the National Insurance Act and its Regulations
Sound Knowledge of Social Security Principles and Practices
A clear understanding of the NIBTT’s vision, mission, core values and strategic objectives
A clear understanding of macro-economic, social and financial issues and how they relate to policy development within the NIBTT
Knowledge of the NIBTT’s policy management processes
Knowledge of process mapping and project management
Sound knowledge of the computer and appropriate application software
Excellent qualitative and quantitative research skills using a range of research methodologies
Effective planning and organizing skills
Excellent interpersonal, team building and communication skills
Excellent writing and editing skills
Ability to develop effective work relationships at all levels of the NIBTT
Ability to undertake independent research
Ability to analyse complex data/information and to communicate such data/information clearly and concisely
