National Librarian/Chief Executive Officer (CEO)
Position: National Librarian/Chief Executive Officer (CEO) (GMG/SEG6)
Reports to: Board of Management and the Permanent Secretary in the MCGES in the form of corporate oversight, strategic guidance and directives
Directly Supervise: Director, User Services, Director, Technical Services & Networks, Director, Human Resource Management and Administration, Director, Special Projects, Accountant, Internal Auditor, Executive Secretary, Public Relations and Marketing Officer
Job Purpose
The National Librarian is the Chief Executive Officer with responsibility for the
management of the strategic and operational activities of the National Library
of Jamaica in accordance with the NLJ Act, government policies and strategic
direction determined by the Board of Management. The National Librarian is the
Chief Accounting Officer.
Key Outputs
- Strategic Plan developed, monitored and reports prepared.
- Policies in place to guide services and operations.
- Adherence to government policies and regulations including FAA ACT, PBMA, Procurement.
- Board of Management and Board Committees facilitated in their governance tasks.
- Goals for collection acquisition, cataloguing, preservation and dissemination achieved.
- Adequate resources, human, financial, technical to accomplish tasks.
- Technology, assets and facilities management
- Goals for development and coordination of sector libraries accomplished.
- Maintain relationships with IOJ , MGCES and other external stakeholders
- Active public relations and marketing programmes
Key Responsibility Areas:
Technical/ Professional Responsibilities
- Formulate and develop the organizational strategic plans, goals and objectives.
- Develop the guiding vision for NLJ
- Establish planning framework
- Ensure systems and practices to collect data for decision making
- Receive and review divisional plans
- Develop policies for services and operations; identifies policy gaps and take corrective action.
2) Monitor and implement the strategic imperatives of the organization, proposing solutions for system wide matters
3) Lead and oversees the development and implementation of the organizational action plans in accordance with its strategy
4) Serve as a dynamic, articulate key spokesperson for the National Library of Jamaica to the media and stakeholders
5) Represent the NLJ locally and internationally showcasing the NLJ programmes and services
6) Recommend new and revised policies to the Board of Management
7) Direct, monitor and evaluate the work of the Director, User Services, and Director, Technical Services & Networks, , Director of Human Resource Management and Administration, Accountant, Internal Auditor, Public Relations and Marketing Officer
8) Consult and confer with other library professionals. Government officials and associations to advance the mandates of the NLJ
9) Collaborate with the NLJ Board of Management to strategically define, communicate and implement the library’s vision
10) Lead and coordinate the Jamaica Libraries and Information Network (JAMLIN)
- Coordinate NLJ’s mandates regarding JAMLIN
- Convene JAMLIN meetings
- Implement Plan of Action
Management Responsibilities
1. Monitor and report on operational issues, opportunities and strategic programme implementation against plan and other key achievements within agreed formats and timeframe
- Monitor the development of the annual budget in accordance with the relevant acts, guidelines and requirements of the Ministry of Finance and Public Service
- Promote and engage in a culture that reflects the organizational values, encourages good performance and rewards creativity, innovation and productivity
- Assess the principal risks of NLJ and ensures that these risks are being monitored and managed; ensures effective internal control and management information systems in place; ensures that NLJ has appropriate systems to conduct activities lawfully and ethically; maintains high standards of corporate citizenship and social responsibility in all business environment
- Ensure the development/review and implementation of operational systems and procedures to guide the delivery of services by the respective units within the span of control
- In collaboration with the Human Resource Development and Management Division, develops and implements a Succession Planning Programme to ensure continuity of skills, competencies, personal development and career advancement of employees
- Review the performance of all staff
- Approve recommendation for promotion, transfer, appointment, termination and actions relating to disciplinary and industrial relations
- Review and assess the output of the Organization against Corporate/Strategic/Operational Plans and makes recommendations for adjustments where changes are required
- Direct monitor and evaluate the work of the Director Human Resource Management and Administration, ensuring that the Human Resource is managed according to approved policies and procedures and fully conform to respective laws and regulations.
- Direct, monitor and evaluate the work of the Accountant to ensure effective internal control systems are in place as specified in the Financial Administration and Audit (FAA) Act, GOJ Procurement Guidelines, in the Access to Information Act, Public Bodies Management Act and various policy circulars that are issued from time to time
- Provides day to day leadership and supervision in the development and continual performance improvement of the Executive Office, oversees and manages the activities of the Executive Secretary, Public Relations and Marketing Officer, Internal Auditor and Special Projects Director)
Special conditions associated with the job
- Required to work beyond normal working hours to include weekends and public holidays
- Required to travel both locally and internationally in the execution of official duties

Education, Experience Specialized Techniques
- Degree in Library and Information Science
- Post graduate qualification in management or related discipline
- Seven (7) years experience as a Librarian with five (5) in a senior management position.
- Expert knowledge of library operations and administrative systems with a keen interest in Jamaican history culture and heritage of Jamaica
- Leadership skills and demonstrated ability to work effectively with senior officers in government and other organizations, non-government organizations, library and other professional groups as well as varied library clientele including scholars and the general public
