Responsible for managing the Price Review process within the Authority, conducting market analysis and research, development of cost methodologies and assisting in the development of economic policy and regulations including competition related studies and research.

The Job

To manage the Authority’s price review process, conduct market analysis and research, develop cost methodologies and assist in the development of economic policy and regulations, including competition related studies and research.

 

Key Duties and Responsibilities

  • Manage the process for developing economic business models for the telecommunications environment.

  • Manage the review and reporting on economic policy issues in the telecommunications sector.

  • Prepare and commission comprehensive reports on research results for the attention of the Executive Officer.

  • Advise the Authority, in collaboration with the Regulatory Accountant, on the most appropriate costing mechanisms and cost models in use and recommend the most appropriate model to be used for pricing various services.

  • Report on competition and national trends in market share in regulated markets locally and internationally to Management and the Board of Directors.

  • Provide advice on aspects of rate regulation, competitor service tariffs, costing methodology and procedures and pricing structures for regulating wholesale as well as retail service rates.

  • Monitor, and/ or participate in, the activities and work of the relevant international and regional regulatory agencies, and report on emerging recommendations for econometric modelling and rate analysis.

  • Report on economic and market feasibility studies conducted for existing and emerging telecommunications markets in the local and international broadcasting and telecommunications sectors using audience, financial, statistical and demographic data.

  • Assist in the development, review and maintenance of the Authority’s fee regime for numbers, spectrum and concessions.

  • Perform other related duties as required by job function.

 

Qualifications and Experience

  • Recognized Bachelors and Masters Degrees in Economics.

  • Further qualifications with specialization in Econometrics.

  • A Masters in Business Administration will be an asset.

  • Minimum of Seven (7) years working experience in economic policy and planning, econometric modelling, rate analysis, tariff preparation and research.

  • Five (5) years’ experience in a telecommunications regulatory environment with at least three (3) years supervising/managing professional staff.
