Manager – Health, Safety and Environment (HSE)
An exciting opportunity exists for a Manager – Health, Safety and Environment (HSE) for our HSE Department. The successful candidate will be responsible for ensuring the ensuring the highest possible degree of safety for visitors, occupants, employees, clients and other stakeholder, and to minimise, if not eliminate, environmental degradation across the peninsula.
The incumbent will be required to:
- Continuously evaluate, monitor and improve the environmental performance of the Authority
- Ensure compliance with all applicable health, safety and environmental laws
- Use innovation and technology such as electronic communication and procurement of green merchandise etc. towards environment stewardship
- Propose and Implement Best Management Practices such as reducing, reusing, recycling and recovery of waste
- Set appropriate environmental objectives and targets and conduct timely periodic reviews of this policy to measure the realization of our environmental commitments
- Provide adequate instruction, training, information and supervision to all internal and external stakeholders to improve environmental consciousness and compliance with provisions of the Authority
- Effectively communicate the policy to all stakeholders
- Lead in the development of Area Environmental Management Plans
- Promote the integration of the policy principles into our other policies and programs towards sustainable development in the western peninsula
- Identify and evaluate hazardous conditions and practices in the workplace by conducting and coordinating on-site inspections to audit physical conditions and safe work practices.
- Measure and evaluate the effectiveness of the hazard control systems, policies, and procedures and recommend improvements where required.
- Compile, analyse, interpret and report accidents, loss, and exposure statistical data and prepares comprehensive recommendations for corrective action to eliminate or minimise potential hazard.
- Prepare CDA safety budget.
- Conduct specialized safety and environmental meetings to communicate hazard control information to at-risk stakeholders.
- Ensure ongoing compliance to the Authority’s Health, Safety and Environment policies.
Desired Background:
- Bachelor’s Degree in Safety Industrial Engineering, Environmental Sciences or related field.
- A minimum for five (5) years experience at a senior level in similar capacity.

- Any relevant combination of education and experience.
- Communication Skills – Must have very good written and oral communications. Required to speak effectively before groups of Senior Management, clients, subcontractors, and/or employees of the organization.
- Reasoning Ability – Use of basic reasoning, thinking “on your feet”, and ability to resolve issues quickly with little or no direction from a superior. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule format. Good negotiating skills. Ability to make good judgments and render good decisions

- While performing the duties of this job, the employee is frequently required to stand; walk; drive; and reach with hands and arms. You are occasionally required to climb or balance and stoop or kneel
- The position requires that you will walk construction sites, climb ladders, climb hills and walk on uneven terrain
- The position requires that you will have to travel by boat to some Offshore Islands to conduct HSE assessments
Other Relevant Information:
- This position is assigned to the Operations Division and reports to the Divisional Manager of Operations
