The Manager, Health Safety Environment Compliance leads the Health, Safety and Environment (HSE) compliance programs across the Company and its Agencies.  Under the direction of the AVP Compliance, the incumbent ensures the safety of the Company’s human resources and capital investments, regulatory compliance, program and policy development, implementation and maintenance, risk mitigation and continuous HSE improvement initiatives across the Company facilities and Agencies.

 

Duties and Responsibilities:

 

§ Develop, implement and maintain an effective Health, Safety and Environment (HSE) Compliance Program.

- Conducting research and assisting with the development, implementation and maintenance of a robust and comprehensive HSE Compliance Program.

- Interacting with all departments and units to promote and maintain vibrant HSE culture.

- Participating in the regular review of key policies, processes, procedures and systems for operational gaps and legislative changes and proposing amendments accordingly.

 

§ Detect non-compliance and workplace health and safety risks relative to documents, plant, equipment, people, systems, processes and the environment.

- Reviewing completed reports from HSE Compliance Officers for non-compliance with respect to legislation and technical standards.

- Reviewing inspection reports of premises plant and equipment to ensure continued compliance with OSH legislation.

- Reviewing and analyzing internal audit reports, safety committee reports and other related reports, logs, root causes, contributing factors, trends and complaints to identify potential HSE    problems/concerns, threats and hazards.

- Reviewing accident/incident reports to determine areas of non-compliance and propose remedial activities.

- Coordinating evacuation/fire drills throughout the entire Company network to detect and evaluate the readiness of staff to respond to emergencies.

- Reviewing and evaluating health surveillance for at risk employees.

 

§ Minimise HSE non-compliance throughout the enterprise.

- Developing, implementing and maintaining systems policies and procedures designed to enhance employees’ understanding and awareness of workplace health and safety requirements.

- Conducting HSE training and awareness in conjunction with the Human Resources Unit.

- Providing guidance at the inception stage of projects, contracts and procurement activities and on-going as required to ensure that HSE compliance requirements are fully integrated.

- Controlling operational losses within the stipulated limits.

 

§ Monitor HSE Compliance throughout the enterprise. 

- Reviewing all HSE corrective actions identified through the HSE detection program of activities

- Performing unscheduled site visits to ensure that health and safety systems have been implemented and that they are appropriate and effective.

- Reviewing Facilities Department records for compliance with legislation, manufacturer’s instructions /recommendations and industry standards.

 

§ Maintain external and internal HSE reports and records as required by the legislation and internal policies. 

- Reviewing all reports prepared by the HSE Officers prior to submission to the AVP Compliance. 

- Preparing monthly and ad hoc reports for submission to the AVP Compliance to inform Management and Board of Directors of the status of HSE Compliance.

- Reviewing accident reports for submission to OSH Agency.

- Maintaining all other documents and records in accordance with legislation and internal retention of records policy.

 

§ Support the AVP Compliance on all HSE matters, inclusive of staffing and budgetary spending. 

- Supervising HSE Officers and their activities.

- Conducting performance management reviews and performance assessments on HSE Officers.

- Participating in the preparation of the HSE annual budget.

- Providing guidance and expertise in the area of HSE regulatory matters when called upon so to do.

  

Education, Qualifications, Experience & Skills/Abilities:

 

§ A first degree in Health Safety and Environment Management or Security and Risk Management or first degree in Management and Certificate in Health Safety and Environment Management

§ Minimum of five (5) years’ experience in a similar capacity 

§ Strong Supervisory and Managerial skills 

§ Proficient verbal communication, writing and interpersonal skills 

§ Positive influencing skills in a team environment 

§ Ability to work with minimum supervision  

§ Ability to motivate team members 

§ Ability to investigate, gather data, analyze and interpret data towards a logical conclusion and prepare reports  

§ Ability to prioritize and balance multiple tasks  

§ Ability to communicate technical information to non-technical personnel               

§ Knowledge and understanding of the OSH Act and its subsequent amendments and related legislation  

§ Knowledge of legal precedents relative to Health and Safety, approved Codes of Practice and Audit Systems                

§ Knowledge of accident investigation, root cause analysis, risk assessments  

§ Knowledgeable of current customer service standards and practices  

§ A working knowledge of Microsoft Office suite
