Accountable for Managing the prequalification and tender processes, STOW Certification, Vendor Performance & Commercial Contract Management.

GENERAL ACCOUNTABILITY:

Reporting to the Head – Supply Chain, the position Manager – Contracts and Vendor Management is accountable for managing the prequalification and tender processes, STOW Certification, Vendor performance and Commercial Contract Management.  The Manager – Contracts and Vendor Management is responsible for maintaining the contract register for the entire company and ensuring commercial compliance as well as managing the tender process and all aspects of contract and supplier registration and performance management.   

 

KEY RESPONSIBILITIES include:

  1. Establishes with Head – Supply Chain the annual tasks and objectives to be achieved and provides appropriate data for assimilation by Head - Supply Chain, for the development of the annual budget.
  2. Provides advice and guidance to and monitors on-the-job training for subordinate staff.
  3. Negotiates and executes major contracts for procurement of goods and services on behalf of the Company.
  4. Develops and maintains the Contract Register and initiates with user Departments timely review and renewal processes and provides reports and recommendations to support same.
  5. Reviews, formulates and implements systems for ensuring both PowerGen’s and suppliers’ compliance with their obligations under all contracts, including Contract Administration and all aspects of Commercial Management of contracts including variation management and dispute resolution.
  6. Develops and maintains vendor administration systems and up to date registration of contractors and suppliers (including STOW or other relevant certification and insurance). This includes a system to periodically assess suppliers and contractors as well as rotate the bidders’ list and to present de-registration of suppliers/contractors to the Tenders Committee.
  7. Participates in the evaluation of Contractors’ and Suppliers’ credentials as the chairperson of the pre-qualification evaluation committee.
  8. Manages all tendered processes over $200,000 TTD and ensures that proper procedures for awards are followed and corrective action taken where necessary.
  9. Controls and manages the E-Tender system and all processes for the Company’s Tenders Procedure and make recommendations for improving effectiveness.
  10. Functions as deputy Secretary of the Tenders committee, where the Head– Supply Chain is Secretary and m anages the approval process by Tenders Committee and the Board Management Committee – Waivers, Tender Evaluations, Ratifications and Stock to ensure that corrective action is taken where necessary to meet agreed
    performance deliverable.
  11. Any other duties as assigned by Head – Supply Chain
  12. Ensures personal compliance with HSE procedures and policies, as well as compliance of the Security Officers, including but not limited to the appropriate use of PPE and performance of duties in support of the Company’s emergency procedures.

 EDUCATION / EXPERIENCE: (Minimum)

  • A first Degree in Business Administration / Engineering or a related field.  CQM (USA), CIPS (UK) or CPSM (USA)
    certification or an MBA would be an asset
  • A minimum of five (5) years experience at a Management level in a Contracts and Vendor Management environment or ten (10) years at a senior level in a Supply Chain environment in a Power Generation, Process Plant or Energy industry / facility with significant demonstrated experience in managing and negotiating
    contracts over $1million TTD, commercial experience and specific experience in supplier management.
  • Experience in a technical function is an asset

 SPECIFIC SKILLS AND OR KNOWLEDGE

  • Sound appreciation of Contracts Administration and Contractual obligations.
  • Working knowledge of business law.
  • Sound knowledge of quantitative methods and International Commercial (INCO)terms
  • Experience with enterprise wide Enterprise Resource Planning (ERP) systems eg Maximo
  • Good interpersonal and negotiation skills.
  • Sound knowledge of logistics
  • Good working knowledge of spreadsheets, Word Processing and database software.
  • Ability to communicate effectively both orally and in writing.
