Manager, Auditing Services- 3 Year Contract
The Ministry of Energy and Energy Affairs invites applications from suitably qualified nationals to fill the Contract Position of Manager, Auditing Services, for a period of three (3) years with effect from the date of assumption of duty, on terms and conditions to be negotiated with the Chief Personnel Officer.
KEY DUTIES AND RESPONSIBILITIES
- Assumes responsibility for:
- Planning and Co-ordinating audit exercises
- Supervising and providing guidance all subordinate staff of the Unit
- Undertaking complex aspects of the audit of accounts involving special investigations
- Reviewing and preparing reports on audits and investigations undertaken by the Unit
- Verifies expenditure, revenues and other financial transactions to determine:
- compliance with laws, regulations and contract provisions
- correctness of application of rates of payment
- appropriateness of classification
- accuracy of records
- Examines and analyses systems of internal financial control
- Co-ordinates all Administrative duties of the Unit
- Approves charts of accounts, cost classification and cost centres to be used; operating records and reports to be established in accordance with the contracts and relevant accounting procedures
- Approves procedures for the procurement of materials, equipment and services
- Verifies payment due to the Government of the Republic of Trinidad and Tobago (GORTT) for Share of Profit Petroleum, levies, duties, imposts and taxes due from production sharing contracts.
- Mentors and ensures on-the-job training of officers, as required
REQUIRED QUALIFICATIONS, TRAINING, KNOWLEDGE, SKILLS AND EXPERIENCE
- Full Chartered Certified Accountant qualification
- A minimum of ten (10) years auditing experience in the oil and gas sector/petroleum matters, of which at least six (6) years must be in a supervisory capacity
- Knowledge of petroleum accounting and auditing principles, techniques and methods applicable to accounting systems in petroleum and commercial undertakings
- Knowledge of accounting procedures in the Public Service, the Petroleum Act and Regulations and Companies Ordinance will be an asset.
- Strong analytical and research skills
- Excellent communication skills
- Knowledge and use of computers and relevant accounting software
- Ability to establish and maintain effective working relationships with stakeholders.
