The Role:

General
Participate in Commissioning team meetings and support the  commissioning manager to deliver the commissioning plans. Identify Commissioning resources required to execute all stages of commissioning. Providing expertise and assurance for system commissioning and engaging with the project team. Provide commissioning progress reports to the Commissioning Manager
Provide  support  in  developing  and  implementing  the   commissioning  certification  and  handover process (GOC). Review and audit on handover packages and discipline site activities. Where appropriate, accept delegation from team leader, act as Commissioning acceptance authority for equipment, system and facility.

HSSE
The  Lead  Commissioning Engineer is an  acknowledged leader for  delivering top  class site HSSE performance. The  complete client's Commissioning  Engineer demonstrates  genuine  commitment  to construction site safety excellence and  is seen to provide real leadership on all HSSE issues during commissioning. Plan  jointly  with  the   Operations  Manager  to   ensure  that   SIMOPs  issues  are   identified,  well understood and addressed to achieve the safest outcome for both Production and Project.  Communicate responsibilities  and  audit  compliance  to  ensure that  the   Control  of  Work  GDP  is rigorously implemented by all the client's and Contractor employees engaged in performing work during site commissioning  activities.  On non-client's sites  where the  CoW GDP has not  been adopted ensure that the adopted standard is followed throughout commissioning. Put in place  appropriate processes to preserve the  Health, Safety,  Security  and Environment of every person  working  on  or  visiting  the   project's  commissioning  sites,  wherever these  are   located, throughout the commissioning phase. Demonstrate commitment to HSSE by leadership actions on a daily basis by being regularly visible on site during the working day raising and discussing any observed issues with the workforce. Actively  promote the  continuous  improvement  of Contractor safety practices  by meeting  regularly with  your  counterpart in  the  Contracting  organisation  to  implement  changes  and  improvements identified through  reviews, audits, safety observations and sharing of the client's best practice. Discuss progress towards closure  of  actions  from  SUAR, PHSSER  etc.  in  Project  Leadership and start-up meetings so that timely and safe start-up of the facilities can be accomplished. Ensure that  senior project personnel are  made aware of  significant key  risks and  the  associated mitigation plans.

Engineering and Quality
The  Lead  Commissioning  Engineer  effectively  manages commissioning  interfaces  and  risks,  and promotes the sharing of knowledge. Ensure that  the  MoC process is rigorously applied to  changes that  could  impact commissioning or which arise as a result of commissioning activity including planning, system handover, requirements, preservation needs etc. Identify the  client's GPs and Engineering standards that  are  specifically applicable to commissioning and list these in the PEP. Maintain a  complete oversight of  the  project  system boundary   limits, leak test limits, and  HP/LP interfaces  during  commissioning  in  order   to  ensure  that   this  work   is  executed  safely  and   in accordance with the design. Establish  a  good  relationship  with  Engineering  Manager to  ensure timely  and  accurate two  way exchange  of  information  and   requirements  in  order   to   optimise  the   design  and   handover  of deliverables to Commissioning.Investigate lessons from  other  projects and  communicate these to  ensure that  best practices are incorporated into relevant execution plans to provide continuous improvement.

Project Services
The Lead Commissioning Engineer communicates accurate performance data to ensure that commissioning  status and  forecast  completion are  accurately  predicted  and  shared with  s enior management. Use  performance data  outputs to  analyse and  understand  projected gaps   against commissioning progress and  intervene  to  address shortfalls  before they  become major  issues  from  which  it  is difficult to recover.

Organization Capability
The Lead  Commissioning Engineer exhibits strong team building behaviours; encourages others, is decisive but tolerant, respectful, ethical, and displays strong leadership qualities. Identify / evaluate training requirements for Technicians / Engineers recruited into the Commissioning team and that gaps  are monitored and subsequently closed. Actively participate in networks and encourage / support other  team members in the same

Certification
The Lead  Commissioning Engineer is a certification  champion with detailed technical understanding of  the client's  commissioning  standards, and  the  latest  international  standards and  practices  that  assure integrity of build and construction quality. Identify  critical aspects of  construction and  work  pro-actively with  this team to  ensure quality of completion for acceptance of the equipment / systems. Manage the  certification system to demonstrate that  commissioning is being  executed in a quality manner. Audit equipment/systems preservation documentation and  status against (Vendor) requirements to ensure that the onsite implementation meets specification. Lead the GoC team in Commissioning, including ensuring quality of progress and skyline reporting.

Commissioning
The Lead Commissioning Engineer is a practitioner with  multi-discipline training and experience who understands  what   is  required  and  plays  a  major  role  in  the   successful delivery  of  world  scale construction  projects  (defined  by  HSSE,  quality,  schedule,  cost   &  completion).  Respected as  a uniquely skilled and accredited Engineer with deep technical competencies.
Lead  the   full  commissioning  process  for  a  significant  part  of  project   scope  including  planning, preparation of the  commissioning strategy, mechanical completion through  dynamic  commissioning, to handover and start-up. Use  the  acquired judgement and experience to make  changes to commissioning plans  (for example carry over of work to offshore) to deliver HSSE benefit and/or protect project schedule or budget. Provide high quality input to early project  defining documents such as contracting strategy, HAZOPS, constructability reviews, commissioning and completion strategies. Identify  and  engage stakeholders and  coordinate input received from  the  same into early project defining documents as they  relate  to commissioning such as contracting strategy, HAZOPS, constructability reviews, commissioning and completion strategies. Integrate across the project  by linking Engineering, Construction, and Operations. Close out the commissioning activities to enable the facility to be accepted by Operations. Own  the  entire  leak  test programme, including selection  of contractor, approval  of test boundaries, procedures, and execution.

Operations
The Lead Commissioning Engineer forges strong relationships with Operations; integrates their requirements and supports handover and facilities start-up. Work  closely with  Operations staff, provide technical coaching and  the  transfer of knowledge and expertise on utilities and process equipment/systems. Provide  assurance to  Operations  on  readiness  of  the   entire  facility  to  commence  operation  by completing all the agreed commissioning work scope. Provide   timely   communication   on   any   brownfield   shutdown   or   impact   on   production   of commissioning activities and secure Operations buy-in and commitment to the plan.

 

The Commissioning Engineer is a key position and will provide leadership of all commissioning planning and execution action activities from select through to operate. This will occur in four (4) phases: Static Commissioning, Dynamic  Commissioning, Start-up and Handover, and Post Operations. The  Commissioning Engineer is responsible for providing visible HSSE  leadership, and delivering   commissioning   excellence   and   management  of   seamless   handover  to   the   region operations.
