Brief Corporate Profile

The Land Settlement Agency (LSA) is a government Agency established by the provision of the State Land (Regularisation of Tenure) Act No. 25 of 1998. The Agency operates under the Ministry of Land and Marine Resources and is legally mandated to regularise certain squatters who occupied State Land prior to January 1st 1998 and provide solutions for the landless..

The LSA opened came into operations in 1999 and has received approximately 23,000 applications for Certificates of Comfort. Currently the Agency’s aim is to improve its efficiency and effectiveness in the fulfilment of its mandate.

Our vision is as follows:

“Transforming and developing squatting sites into sustainable communities, assisting with the

containment of further squatting and bringing relief to the landless.”

There LSA is mandated include:

  • The regularization of squatters and tenants in occupation of State Land who qualify for    regularization and the overall enhancement and improvement of their living conditions and welfare.
  • The development of Land Settlement Areas (new Greenfield sites) for landless citizens.
  • Facilitating the issuance of leases to eligible squatters and tenants in designated areas and Land Settlement areas on State land.
  • The development of sustainable communities through the establishment of settlement councils and the facilitation of micro-enterprises thereby fostering the development of  income generating skills, thus improving living standards and the quality of family life in general.
