JOB DESCRIPTION – LICENSING AND MONITORING MANAGER

JOB SUMMARY
The Licensing and Monitoring Manager is responsible for ensuring that child care providers - community residences, nurseries, adoptive families and foster caregivers operate within a framework that ensures adherence to the rules and regulations, licensing requirements and standards established by the Authority.
The incumbent provides leadership and technical guidance in the development and implementation of appropriate policies, systems, processes and procedures needed to safeguard the well-being of children.
KEY RESPONSIBILITIES AND DUTIES
Ensure that information is made available in a user-friendly format to child care providers on the forms, procedures and on-going responsibilities necessary for the issue and maintenance of licences.
Develop and provide information and guidelines to child care providers on the applicable rules and regulations and care standards that will enable them to maintain their operations, improve programme quality and ensure high-quality learning and child care.
Oversee the system of monitoring child care providers to ensure that they are in compliance with the rules and regulations and care standards established by the Children’s Authority in promoting the healthy growth and development of children.
Establish an effective child care complaints system that enables a quick response, successful investigation, and timely corrective action that addresses the concerns of the complainant(s).
Work closely with the Deputy Director, Care, Legal and Regulatory Services and other section managers to ensure that the licensing and monitoring process and services are transparent, time-conscious, adhere to the Authority’s quality standards, and are responsive to customers’ needs and environmental changes.
Provide professional advice, and present regular reports, through the Deputy Director, Care, Legal and Regulatory Services to the Director and the Board of Management on the operational activities of the Licensing and Monitoring Section.
Conduct research and analyses of children’s needs in close collaboration with other relevant Authority Managers to determine programme directions, goals, and the rules and regulations that ensure the best interests of the child.
Build, maintain and develop effective relationships with agencies and organisations within communities throughout Trinidad and Tobago in order to meet community needs and to ensure that services are not duplicated.
Develop and conduct training programmes for child care providers and other stakeholders to ensure that they have the knowledge and skills to provide excellent services to their clients.
Supervise, coach and mentor the staff of the Licensing and Monitoring Section including scheduled performance reviews and implementation of personal improvement plans.
Foster an environment of teamwork and unity of purpose among staff within the Licensing and Monitoring Section, and between the Section and other Sections and Departments of the Authority.
Represent the Authority in an official capacity, as required.
MINIMUM QUALIFICATIONS AND EXPERIENCE
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Demonstrated leadership and management abilities.
Strong organisational skills.
Demonstrated competence in the establishment and monitoring of qualitative and quantitative standards.
Excellent knowledge of quality auditing.
Working knowledge of OSHA regulations and guidelines.
Ability to work with professionals in various fields toward a single goal.
Experience working with children and families, and in court.
Excellent customer service orientation.
Ability to build trust, credibility and effective working relationships with all levels of staff within the organisation, and with external stakeholders.
Ability to counsel and advise senior executives, managers and all levels of staff on sensitive Licensing and Monitoring issues and appropriate courses of action.
Must demonstrate tact, diplomacy, mature judgement and creative problem-solving skills.
Knowledge of the laws relevant to the protection and safety of children.
Excellent interpersonal and communications skills (oral and written).
Excellent presentation skills.
Competent in computer usage and the Microsoft Office Suite of programmes (including Word, Excel and Power Point)
