Head - Human Resources
The position will provide strategic oversight and direction to the provision of professional, comprehensive and fully integrated human resources services to the NICTCL. The primary function is to ensure that the organisation is able to attract, retain, motivate and develop the human capital required to achieve its vision and goals.
SOME OF THE KEY RESPONSIBILITIES include:
- Provide strategic leadership in the development and implementation of Human Resource functions in the areas of:
- recruitment and staffing
- performance management and improvement systems
- employment schemes and policies and compliance with labour laws
- people development and training
- talent management
- process mapping, policy development and documentation
- employee relations and dispute resolution
- corrective and/or disciplinary actions
- compensation and benefits administration
- employee safety, welfare, wellness and health
- industrial relations
- staff communications
- Formulate, propose and disseminate all appropriate HR Policies and Procedures of the Organisation
- Ensure Organisational Structure proposals and HR Strategy alignment with Company strategy and initiatives
- Forecast and Manage HR budgetary needs for Organisation Development
- Ensure NICTCL is able to attract, develop, motivate and retain staff of the required calibre
- Monitor best practices in the HR field, and where appropriate, introduce these practices to the NICTCL
- Provide pro-active strategies and advice concerning employment related and/or labour legislation, particularly where legislative changes occur and ensure the Organisation is always fully compliant
- Implement coaching programmes to optimise the human resource potential within NICTCL
- Implement HR Unit’s goals, objectives, policies and procedures, and business processes to support the strategic objectives of the Organisation
KEY COMPETENCIES REQUIRED:
- Develops organisational strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to NICTCL’s Board and Management’s strategic thinking and direction; establishing human resources objectives in line with the achievement of the organisation’s strategic objectives and goals.
- Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health benefits, training and development, records management, safety and health,
succession planning, employee relations and retention, compliance, and industrial relations.
- Manages human resources operations by recruiting, selecting, orienting, training, leave administration, coaching, counselling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation;
determine production, productivity, quality, and customer-service strategies;
designing systems; accumulating resources; resolving problems; implementing change; manages NICTCL’s training budget.
- Develops human resources operations financial strategies by estimating,
forecasting, and anticipating requirements, trends, and variances; aligning monetary
resources; developing action plans; measuring and analysing results; initiating
corrective actions; minimising the impact of variances; keeping finance and
administration area updated on staff entry and exit of the organisation.
- Accomplishes special project results by identifying and clarifying issues and
priorities; communicating and coordinating requirements; expediting fulfilment;
evaluating milestone accomplishments; evaluating optional courses of action;
changing assumptions and direction.
- Supports management and Board of NICTCL by providing human resources advice, counsel, and decisions.
- Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and
enforcing organisation values.
- VIII. Complies with legal requirements by studying existing and new employment legislation; anticipating legislation in Trinidad and Tobago; enforcing adherence to requirements; advising management on needed actions in the areas of compliance and risk.
- Updates job knowledge by participating in conferences and educational
opportunities; reading professional publications; maintaining personal networks;
participating in professional organisations.
- Enhances department and organisation reputation by accepting ownership for
accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
- At least Ten (10) years’ experience in leading and managing the HR function for a medium to large organisation with a minimum of four (4) years as the Head of Department
- 5 - 7 years of measurable success in a full scope HR Generalist role
- Demonstrated experience in policy development, organisational change
management and re-engineering
- 3 to 5 Years previous experience in an ICT, Technology or eGovernment
environment would be an asset
- 5 Years experience in the public sector in areas of job evaluation and Organisational restructuring and presentation of Salary proposals to the CPO would be an asset
- Proven knowledge of the employment laws of Trinidad and Tobago
- Strong leadership and decision-making skills
- Demonstrated verbal and written communication skills for diverse national and
Regional stakeholder audiences
- A strong sense of urgency, business acumen and the understanding to react quickly and motivate others to adapt to the changing organisation environment as a critical key to success
- Proven ability to establish ownership and drive assigned initiatives through to
completion on time, meeting or exceeding expectations
- Must maintain extreme confidentiality of employee and company records
- Strong communication and interpersonal skills including demonstrated ability to build consensus and establish trust
- Superior customer service skills and an interest in listening to customers, understand needs and responding positively to their requests
- Organisational and prioritisation skills including proven attention to detail
- Self-motivated, hard-working, and eager to learn
- BSc in Management, specializing in Human Resources Management orequivalent.
- Masters Degree in H.R. Management or Organisational and Business Psychology
- Post Graduate Diploma in Project Management is desirable
- PHR or SPHR certification would be an advantage
