Job Summary
This position provides the strategic leadership to drive major and enterprise-wide business transformation programmes and projects, which involves understanding client’s business objectives, conceptualising ICT programmes and projects, translating project concepts into procurement specifications, performing business process re-design, and design and implementation of solutions as well as change management programmes to achieve business objectives for Government ministries and other clients, under a NICTCL business unit with a sales and marketing responsibility. The incumbent oversees the following sub-teams: Solution Architect, Business Development, Business Transformation Office, and Policy, Research & Measurement.
Key Duties and Responsibilities
Business Development
Work with all iGovTT lines of business to develop and market service offerings to clients
Develop business development plans with the overall responsibility for business development targets
Perform client engagement and pre-sales consulting
Works closely with Business Transformation Office to understand client needs and develop project proposals
Business Transformation
Research on international best practices and create innovative project concepts to help clients achieve value through effective use of ICT
Perform business requirements gathering, and translate these into project specifications
Facilitate business process re-engineering by conducting feasibility studies and cost benefit analysis
Work with Solution Architects to design technical solutions suitable to meet clients’ business needs
Work with Stakeholders in the establishment of eBusiness programmes to assist GORTT achieve efficiency through ICT
Work with business owners and project managers to identify areas of change
Perform impact assessment and propose suitable change programmes associated with projects
Perform training and associated change management activities (e.g. project branding, internal and external project communications, training manuals, FAQs, etc)
Provide CIO Advisory services to clients i.e. agency specific IT planning and technical advice
Policy, Research and Measurement
Research on new developments in ICT
Formulate ICT policies
Work with relevant ICT Secretariat to introduce, update and retire ICT policies where appropriate
Work with business analysts and project managers to identify requisite policy changes
Put in place measurement framework, develop metrics and collect results for performance indicators to measure value derived from ICT exploitation at national and government levels
Monitor T&T’s global competiveness as it relates to international ICT
Solution Architect
Design enterprise-wide government solutions (inclusive of GovNeTT, Foundation Services Infrastructure, National e-Authentication Solution, National e-Payment System);
Drive and champion the experimentation of new and emerging ICTs within Government so as to push the boundaries of innovation that can cause GoRTT to become a world leader in e-Government;
Support iGovTT Core Services and other Units by providing technical advice pertaining to System Architecture for ICT projects and resolution of any escalated technical operational issues;
Develop strategies and standards for Government-wide infrastructure and technologies to ensure that government utilizes ICT in an efficient and effective manner;
Conduct consultations with stakeholders and GoRTT ICT management to develop strategies, directions, guidelines, policies and standards;
Provide strategic advisory services to iGovTT Units and GoRTT agencies;
Provide review and technical design/architecture for existing and proposed ICT solutions;
Provide position and research papers on relevant ICT systems for government; and
Identify, conceptualize, and work with the key iGovTT Teams to plan, design and implement strategic programmes and projects for Government-wide infrastructure for the GoRTT to be recognized as a global and/or regional leader in ICT.
e-Government Masterplan Development
Identify strategic Government outcomes and opportunities for T&T with the effective use of ICT;
Conduct research and analysis of international ICT strategies and trends to enable more effective strategy formulation and decision-making concerning ICT exploitation in the public sector;
Keep abreast of local development, benchmark and make comparative analysis against competitive landscape;
Identify and interpret gaps between desired outcomes and achievements for the development of service-wide ICT strategies;
Engage foreign counterparts in e-Government discussions, with a view of mutual learning as well as marketing T&T’s success
Programme Management
Identify and drive programme conceptualisation
Define programme outcomes
Set and implement appropriate governance structure, financial and performance management framework
Obtain buy-in from internal and external stakeholders with the view to achieving the national ICT vision & objectives.
Direct the execution of the programmes, for both government and non-government clients to ensure the achievement of the programmes’ outcomes.
Establish close rapport with existing stakeholders in order to understand their business requirements and recommend appropriate programs
Advise stakeholders on latest ICT initiatives and the rationale for such
Identify constraints and conflicting demands from agencies with the view to influencing their alignment with the National ICT agenda and initiatives
