Human Resource Officer

 

 

General Accountability

The Human Resources Officer is responsible for providing assistance at the professional level in the areas of Talent and Organizational, Manpower Planning and Resourcing and Employee Relations and Benefits Administration. This generalist position takes guidance from the Manager of the respective Human Resources function and will support key deliverables for the area.

Key Responsibilities

  • Research best practices to aid in the development, and implementation of HR policies and procedures.
  • Researching best practices and recommend initiatives to be implemented
  • Assisting in the formulation/design and implementation of human resource policies,
  • procedures and programs
  • Reviewing existing policies and make recommendations for improvements
  • Effectively communicating all human resource policies, plans and programmes to staff
  • Conducting exit interviews, analyzing data and making recommendations to management for corrective action and continuous improvement
  • Gathering information to assist in the preparation of the annual budget which informs budgetary decisions
  • Facilitate the execution of the Recruitment Function.
  • Liaising with Departmental Managers/Supervisors regarding manpower requirements
  • Coordinating the entire Recruitment & Selection Process both internally and externally including:- advertising, shortlisting, arranging interviews, conducting interviews, reference checks and selection)
  • Providing consultative support to line and departmental managers in the identification, assessment and selection of top talent
  • Confirming and ensuring that all new employees satisfy the mandatory employment requirements
  • Ensuring employment contracts and other documents are prepared prior to engagement of new employees.
  • Arranging and conducting induction sessions for new hires
  • Contribute to the Job Documentation and Job Evaluation processes.
  • Conducting job analyses and drafting job descriptions
  • Guiding management/staff in the completion of Job Content Questionnaires
  • Assisting with the completion of external compensation surveys
  • Provides support to the Manager in Industrial Relation Matters.
  • Responding to employee relations issues ensuring that employees’ concerns are adequately addressed
  • Researching relevant Labour Laws and providing guidance to management to ensure that actions conform to existing legislation
  • Administer the Corporation’s Benefits plans and programmes.
  • Communicating policies and programs within the schedule of benefits available to staff
  • Researching, reviewing and making recommends for improving/upgrading the Group Plan Benefits
  • Verifying that all documents submitted by employees for processing meet the established requirements
  • Meeting with brokers to discuss challenges and areas for improvement
  • Assist in the design, development and administration of the Corporation’s Succession and Career Planning Programmes. This includes:
  • Conducting research and reviewing best practices and recommending programme initiatives and appropriate assessment tools
  • Administering Succession and Career Development Programmes
  • Assisting in administering of job readiness skills training and monitoring of the training interventions
  • Organizing and participating in career fairs and other related Career Development activities
  • Responding to requests for information and queries from employees on Career Development
  • Ensuring that appropriate metrics are implemented that measure the value and return of investment of the talent development
  • Assist in the development and maintenance of a comprehensive Performance Management System.
  • Developing and maintaining a tracking system to ensure timely receipt of Performance Assessments
  • Reviewing and evaluating the assessments for accuracy, completeness and performance issues and providing feedback to the Manager
  • Providing Guidance to staff on performance related issues
  • Co-ordinate and administer the end to end process which facilitates internal staff movements.
  • Verifying that the required performance reports and documentation to facilitate the processing of promotions, transfers and appointment letters
  • Support the administration of the Corporations Pay for performance Programmes.
  • Verifying employee performance ratings
  • Calculating Bonus and Performance Incentive Award and Merit increases for payment
  • Responding to employees’ queries on calculations

 

The selected candidate must possess the following combination of qualifications, skills, training and experience:

  • A first degree in Human Resource Management, Business Management or related Social Science discipline
  • Three (3) to five (5) years experience in a Human Resources environment in which some of the key duties would have been performed
  • Comprehensive knowledge of modern HRM approaches and techniques
  • Working knowledge of and experience in interpreting the Industrial Relations Act and relevant Labor and Employment Laws of Trinidad and Tobago
  • Excellent interpersonal and coaching skills

  • Competence in Excel and Microsoft Office Suite
