HEAD, LABOUR MARKET INFORMATION UNIT (LMIU)
Job Summary
The Incumbent is required to:-
Reporting to the Permanent Secretary, the Head, Labour Market Information Unit (LMIU) is responsible for the supervision of all members of staff and the management of all projects, programs and activities of the LMIU and Statistics Unit as well as all boards and committees under its supervision.
Main Duties:
- Prepare an effective work plan for the LMIU consistent with its strategic
- objectives and that of the MOLSMED.
- Provide effective guidelines on the conceptual development, design, scope,
implementation, validation, classification and analysis of survey data and data
derived from administrative records; relevant to the labour market of Trinidad
and Tobago.
- Provide effective advice and oversight on systems for compiling and storing
LMI.
- Provide effective guidelines on the methods and techniques for making
projections on employment, unemployment and a range of other labour and
economic indicators.
- Provide substantive input and oversight in the preparation all major
publications, reports, speeches, position papers and media releases of the
LMIU and all committees under its supervision.
- Prepare weekly, monthly and quarterly achievement reports.
- Guide the development and implementation of new projects in line with the
strategic objectives of the LMIU.
- Maintain effective relationships with key LMI stakeholders including, but not limited to the CSO, NTA, NIB, ILO and the UNDP
- Act as advisor to the Government on labour market issues to facilitate
efficient planning of programmes and policies to promote growth and
development.
- Represent the Ministry at various fora domestically, regionally and
internationally.
- Monitor developments in the labour market domestically, regionally and
internationally that would impact on the work of the unit.
- Provide sound leadership to members of staff.
- Foster teamwork and communication between staff within the unit and across
the MOLSMED.
- Develop an effective training plan consistent with the strategic objectives of the LMIU and the specific training needs of members of staff.
Critical Competencies
The Head, LMIU should:
- Have an appreciation of the structure of the Trinidad and Tobago economy,
the budgetary procedures of the public service and the strategic objectives of
the LMIU and the Ministry as a whole.
- Possess in-depth understanding of econometric modeling, survey methods
and statistical practices and procedures.
- Possess a broad understanding of the work of the department, the statistical
infrastructure of the Unit and survey processes that are used to generate
statistics produced by the LMIU.
- Have an interest in gaining further knowledge and understanding of the
conceptual basis, international conventions and practices for social statistics,
labour market and household statistics.
- Possess knowledge of good industrial relations practices and human
resource management skills.
- Posses the ability to organize him/her self and the rest of the unit to produce
work of a high standard consistent with the strategic objectives of the LMIU
and the Ministry.
Possess the ability to recognize signs of stress and take action to reduce ill
effects on health and performance.
- Possess the ability to communicate effectively both orally and in writing according to the MOLSMED standards.
Minimum Requirements:
- A Masters degree in Economics, Statistics or equivalent qualification or
experience in social science and/or statistics.
- Additional certificates in project management and/or project evaluation will be
an asset.
- Six to ten (6-10) years progressive experience at a senior level, with at
least three (3) years being in a research environment and/or statistical environment.
- Conceptual knowledge of survey processes.
- Working Knowledge of Micro Soft Word, Excel, Access, Power Point and
Project.
- Working Knowledge of IBM, SPSS, STATA, EVIEWS, etc.
