TECHNICAL SERVICES & DEVELOPMENT 

The Job

To ensure the highest technical and engineering standards are achieved and maintained in technology introduction, and in the administration of telecommunication operators and service providers. The individual will be required to represent and promote the Authority’s interests at national, regional and international fora. 

Key Duties and Responsibilities

  • Provide overall direction and management of the engineering and information technology functions to ensure successful completion of the Authority’s strategic and operational objectives.

  • Ensure effective planning, optimizing, administering, monitoring and assigning of essential telecommunications resources such as spectrum and numbering.

  • Direct the establishment of goals and major priorities, as well as advise on the resolution of major problems in the development, revision, inspection and audit of essential telecommunications wireless and broadcast systems.

  • Recommend long-range objectives, strategies and standards for the adoption of new and emerging technologies within the national telecommunications infrastructure.

  • Successfully maintain and deliver operational support infrastructure (including management systems) for the Authority that balances cost savings, security, quality and reliability.

  • Use priorities identified by the Board and Chief Executive Officer to plan, organize, and budget for Technical Services’ resource requirements.

  • Monitor the implementation of engineering and information technology capital projects to ensure the timely completion of milestones.

  • Ensure the Authority’s technical and engineering record management systems, documentation and procedures are effectively managed and updated.

  • Assist the Chief Executive Officer in the development of the Authority’s Strategic and Operational Plans and participate in the preparation of agendas for Board meetings on matters relevant to technical services.

  • Effectively supervise and develop the capabilities, teamwork, and customer orientation of a team of highly skilled professionals – providing directives and support as appropriate.

  • Provide advice, guidance, coaching and on the job training for staff as required.

  • Ensure a harmonious work environment by treating with staff issues and resource requirements in a consistent and timely manner in accordance with the Authority’s policies and procedures.

  • Perform other related duties as required by job function. 

Qualifications and Experience

  • Recognized Bachelor and Master degrees in Electrical Engineering, Telecommunications Engineering or related field or equivalent combination of qualifications and experience.

  • A Master of Business Administration would be an asset.

  • Minimum of ten years’ experience at senior management level in large multinational telecommunication organizations, and at least ten years’ experience in telecommunications engineering, planning and technical administration.

  • Extensive technical experience in advanced technology systems and functions, with special focus on large Voice, IP, and Wireless Telecommunications networks and Network Management Systems.

  • Extensive experience in the deployment and interconnection of national and international operator and service provider networks. 

Core Competencies: Professional Knowledge, Skills and Abilities

Detailed knowledge of:

  • Standards and recommendations from international standardization bodies (ITU-T, ITU-R, FCC and CEPT).

  • Operator and service provider networks and component technology (switches, databases, protocols) for Telephony, Mobile, Internet, Broadcast and Radio services.

  • Engineering and telecommunications principles, practices and inspection techniques.

  • New and emerging developments in telecommunications technologies and their impact on policies, economics and engineering.

  • Telecommunication Networks and Systems (voice, IP and mobile) Architecture and cross-border interconnects, databases, including Network Management and Support Systems.

  • Application of telecommunications policies, procedures and practices in a public and private sector environment.

 Skills:

  • Plan, develop and implement strategies, policies, procedures, and work standards.

  • Plan, design, implement and evaluate international LAN / WAN /Networks.

  • Traffic management and analysis for voice and data networks.

  • Efficient use of Microsoft Office applications including Project, Excel, PowerPoint and Word.

  • Excellent team building skills and strong ability to nurture a workplace environment committed to quality, integrity and delivery of service.

  • Excellent verbal and written communication skills.
