Job Summary
Lead and direct the performance of the Trinidad and Tobago Bureau Standards in the implementation of the Standards and Metrology Acts towards the promotion of a National Quality Infrastructure in Trinidad and Tobago.
Key Duties and Responsibilities
Principal Accountabilities
1. Transform the culture of the Trinidad and Tobago Bureau of Standards to a customer focused, business oriented and performance based organization.
2. Implement and firmly establish strategic management systems
3. Ensure effective management and leadership of the Trinidad and Tobago Bureau of Standards, through the maintenance of the objectives of the Standards Act and the Bureau’s Strategic and Business Plans.
4. Oversee the formulation of policies for the establishment, development, maintenance and enforcement of Standards for consideration by the Bureau.
5. Plan, direct and coordinate the activities of executive managers and professionals engaged in certifying, evaluating, preparing and enforcing standards and specifications and in testing and evaluating the quality, safety and/or performance of goods and services.
6. Plan and ensure implementation of training programs on quality, standards and related areas for industrialists, professionals, businessmen and their employees and for consumer groups.
7. Initiate an aggressive national educational and marketing drive promoting the value of standards and quality in consumer choices and business competitive performance and the related services of the Bureau.
8. Create a high profile corporate brand image respected locally, regionally and internationally.
9. Prepare and present regular timely reports as required by the Bureau to enable on-going review of the operations and results of the Bureau against plans and budgets.
10. Represent the Bureau at technical meetings and conferences locally and internationally whenever deemed appropriate by the Bureau.
11. Provide advice to government offices and departments on the application and enforcement of standards within the ambit of the Standards Act.
12. Scrupulously supervise the effective control of all revenue and expenditure of the Bureau and the proper control, maintenance and security of the assets of the Bureau.
13. Maintain an appropriate manpower establishment as approved by the Bureau and ensuring the recruitment and training of staff necessary for the effective delivery of the Bureau’s mandate and its future.
14. The development of strong technology based Human Resources competent to serve the changing needs of local, regional and global market place.
15. Facilitate the Bureau in the creation, operation and monitoring of any subsidiary company and serving on any such company as an ex-officio member.
16. Engage and build an executive leadership team and institute succession planning and individual development plans.
17. Carry out special assignments or relevant duties as may be mandated by the Chairman of the Trinidad and Tobago Bureau of Standards.
Minimum Qualifications and Experience
QUALIFICATIONS AND EXPERIENCE
Academic/Technical
Bachelor’s Degree in Natural Sciences/Physical Sciences/Engineering; Master’s Degree in Business Administration; Training and experience in quality management will be an asset
Work Experience
Minimum of 10 years in a senior management position of a technically oriented and business-driven organization; Experience in a unionized environment will be an asset
