Director, Strategic HR & Operations
JOB PURPOSE
To provide leadership of the Strategic HR & Operations section in the Human Resources Management Unit (HRMU), coordinating the HR systems, procedures and practices, with an emphasis on organizational development, recruitment, performance management and reward management.
KEY RESPONSIBILITIES
The key responsibilities include, but are not limited to the following, to:
be involved in organizational development programmes, designed to improve the effectiveness of the Public Service and responsiveness to change;
evaluate Business Cases and other submissions for staffing, and prepare relevant reports;
research information and prepare case files on sensitive HR matters, requiring the attention of Public Service Commission, Deputy Governor and Cabinet;
develop HR policies and support the maintenance of the Procedures Manual, in accordance with changing or new legislations and HR best practices;
identify, evaluate, and resolve employee relations, employee morale, work performance, and productivity concerns;
manage the recruitment and selection process, to include support for the recruitment of technical cooperation officers and advisors;
to monitor employment contracts, to ensure that regular reports are submitted according to contract deliverables and liaising with line Ministries or Departments, to ensure that performance are up to standard;
lead the design and development of communication programmes for modernisation, change and organization or service-wide initiatives including new HR policies, procedures and legislation;
manage the human resources information and other technology systems and provide essential statistics and reports, including Nominal Roll and Establishment;
analyse the individual performance management system, reporting any recurring issues or trends;
support the development of line management capability in core human resource management activities;
contribute to collective management of HRMU and discussions on strategic human resources management and development initiatives;
promote objective-based performance assessment of staff and to carry out performance management and evaluation of Strategic HR and Operations’ team leaders;
support the management of the recurrent and capital budgets.
QUALIFICATIONS AND EXPERIENCE
Candidates should possess:
a Bachelor’s degree in Human Resources Management, Public Sector Management, Social Sciences or related field;
at least five (5) years experience at senior supervisory or managerial level (that is, R17 and above or its equivalent in the private sector), with a minimum of 3 years demonstrated experience in resourcing and recruitment;
ideally, a professional HR qualification, attained through Chartered Institute for Personnel Development (CIPD) or Society for Human Resource Management (SHRM);
an understanding and technical capability across a broad range of HR professional areas;
ability to develop HR policies and programmes, based on organisational requirements;
experience in strategic planning, programme planning and budgeting;
ability to work cross functionally with all levels of staff, including top management;
significant team leadership and management experience;
excellent communication (oral and written) and presentation skills;
demonstrated proficiency in MS Office productivity tool, such as MS Word, MS Excel, MS Powerpoint.
TERMS OF APPOINTMENT
Total annual remuneration of EC$ 87,060, broken down as follows:
Basic Salary EC$73,140.00;
Travelling EC$ 9,600.00;
Entertainment EC$ 3,600.00;
Telephone EC$ 720.00.
Basic salary and telephone allowances are subject to income tax.
