Director, Finance
The Montserrat Development Corporation is leading an ambitious economic regeneration programme for Montserrat, aiming to build a prosperous and self-sustaining economy. Crucial to this is the financial management of our funding. We are looking for an ambitious and experienced Director of Finance to implement the changes required to reflect our increased responsibilities and budget.
Job Title: Director, Finance
Reporting to: Chief Executive, Montserrat Development Corporation (MDC)
Location: MDC Offices, Little Bay, Montserrat
Job Purpose:
To ensure that the Corporation’s financial controls, procedures and reporting meet international accounting standards and the standards demanded by the MDC Board, the Government of Montserrat and funding partners.
Key Objective:
- The main objective of the Director, Finance is to manage funds in such a way so as to ensure their optimum utilisation and their procurement in a manner that the risk, cost and control considerations are properly balanced in a given situation.
Detailed Responsibilities:
- To review MDC’s existing financial systems and implement the changes required to reflect its increased responsibilities and budget.
- To ensure that the reports and/or procedures integral in securing MDC’s operating and capital finances are produced or implemented using an accurate and timely approach.
- To provide ongoing advice to the senior management team on MDC’s financial performance, highlighting any risks that are emerging concerning overall expenditure and on individual programme or project expenditure.
- To provide advice on the arrangements required to ensure that the financing of individual projects are properly structured and monitored.
- To exercise due diligence when assessing sources of financial and investment opportunities proposed by the private sector.
- To monitor and report on MDC’s progress towards financial self-sufficiency, identify alternative sources of finance and investment, improved new opportunities to raise finance through alternative sources, improved financial and investment packages and the provision of services to third parties.
- To implement and manage the MDC’s procurement system at all levels.
- To ensure compliance with all legal and statutory reporting requirements.
PERSONAL SPECIFICATIONS
Education and qualifications:
Essential:
- Educated to degree level in a relevant discipline such as Accountancy, Banking, Finance, Business Administration or Economics.
- Hold ACCA qualification.
Desirable:
- Post graduate qualification in a relevant discipline.
Experience:
Essential:
- At least five years’ experience in a senior financial management role in a business or economic development organisation
- At least 5 years post ACCA experience.
- A record of continuing professional development
- Working closely with government departments and agencies.
Desirable:
- Working in small states or islands.
Knowledge:
Essential:
- Commercial and Business awareness.
- Financial management and control systems.
Desirable:
- Knowledge of the Montserrat market and business community.
Skills:
Essential:
- Strong Mathematics skills
- An analytic and enquiring mind
- Good problem solving skills.
